Job description

Program: Comprehensive Legal Services to Unaccompanied Alien Children (UAC) – Program Management Office (PMO) Contract

Customer: U.S. Department of Health and Human Services (HHS) – Office of Refugee Resettlement (ORR), Washington, D.C. Capital Area

Work Location: 100% Remote Telework (U.S.-based)

POSITION SUMMARY

The Subcontracts Manager leads the subcontracts function for CPMC's HHS/ORR UAC Legal Services PMO contract. This role owns the strategy, execution, and compliance of every subcontract on the program — from competitive selection of legal service providers through award, administration, and closeout — and supervises Subcontracts/Contracts Administrators. The Subcontracts Manager is the senior subcontracts authority on the program and is accountable for the integrity of all subcontract data in Microsoft Dynamics 365.

KEY RESPONSIBILITIES
  • Own the endtoend subcontracts strategy for the HHS/ORR UAC PMO program, including source selection, negotiation, and award of subcontracts to legal service providers and specialty vendors.
  • Lead, mentor, and supervise Subcontracts/Contracts Administrators; assign workload, set performance standards, and review work product.
  • Serve as the senior CPMC point of contact with HHS Contracting Officers on consenttosubcontract packages, novations, and primeflowdown issues.
  • Approve, execute, and administer subcontracts, modifications, task orders, and change orders within delegated signature authority.
  • Ensure all subcontract records, obligations, modifications, and invoicing workflows are accurate, complete, and current in Microsoft Dynamics 365.
  • Direct compliance with FAR, HHSAR, and HHSspecific policies (including socioeconomic and small business subcontracting reporting via eSRS/SSP).
  • Establish and monitor subcontractor performance metrics, risk registers, and cure/termination actions in coordination with the CPMC PMO.
  • Partner with Finance and the Billing Analyst on funding actions, accruals, and monthly invoice reviews for all subcontractors.
  • Lead subcontracts audit readiness (DCAA, HHS IG, CPSRstyle reviews) and represent CPMC in all subcontractrelated audit inquiries.
  • Develop and maintain subcontract policies, templates, and desk procedures consistent with the CPMC PMO governance model.
  • REQUIRED QUALIFICATIONS
  • U.S. Citizenship (required for HHS background investigation).
  • Ability to obtain and maintain an HHS Public Trust background investigation.
  • Bachelor's degree in Business, Contract Management, Law, Finance, or a related discipline; Master's degree or JD preferred.
  • Minimum 10 years of federal subcontracts management experience, including direct HHS customer experience (ACF/ORR, HRSA, CMS, or similar).
  • Demonstrated supervisory experience leading a subcontracts or contracts team.
  • Advanced proficiency with Microsoft Dynamics 365 as the ERP of record for contracts, subcontracts, and vendor lifecycle management.
  • Deep working knowledge of FAR, HHSAR, CAS, and costreimbursable / T&M / hybrid contract structures.
  • PREFERRED QUALIFICATIONS
  • Prior experience with ORR, UAC, immigration legal services, or other HHSfunded casemanagement programs.
  • CPCM, CFCM, or Fellowlevel NCMA certification.
  • Experience passing a CPSR (Contractor Purchasing System Review) or equivalent purchasingsystem audit.
  • SDVOSB or smallbusiness prime contracting experience.
