Job description

SUMMARY

Responsible for supporting efforts for the Decennial Budget Integration Tool (DBiT) Support Services contract with the U.S. Census Bureau. Apply senior-level knowledge of Oracle APEX, Cognos Analytics, Java legacy frameworks, Oracle databases, AWS, and Agile development to support data modeling, business intelligence, database operations, modernization efforts, and associated documentation. Apply industry best practices to improve and maintain continuity of program operations.

ESSENTIAL DUTIES & RESPONSIBILITIES

· Produce BI reports and analytics needed to support DBO operational objectives.

· Conduct end-to-end data modeling outside the Cognos framework.

· Support the schema, views and other database functions on the Oracle platform and support a migration to the Postgres platform.

· Collaborate with business analysts and stakeholders to design, review, and refine data models and ensure they align with business requirements.

· Deliver data model changes through established change management and release processes.

· Work directly with USCB customers to understand and document business requirements, processes, procedures, and policies within Confluence.

· Participate in and support sprint planning, standups, and retrospectives, and ensuring deliverable priorities are translated into committed, traceable work.

· Maintain regular and punctual attendance.

· Perform other duties as assigned.

Requirements

MINIMUM QUALIFICATIONS

· Must be able to meet and maintain eligibility requirements for a Public Trust position in accordance with Department of Commerce and OPM requirements. U.S. work authorization is required.

· Bachelor’s degree in information systems, Computer Science, Data Science or Analytics, Engineering, or a related field. Master's preferred.

· Eight (8) or more years of progressive data analytics, advanced data modeling, and business intelligence experience

· Demonstrated knowledge of Agile / Scrum practices in a Government CI/CD environment.

· Experience producing status reports, staffing plans, and risk communications.

DESIRED QUALIFICATIONS & SKILLS

· Excellent written and verbal communication skills;

· Cognos Analytics and Framework Manager expertise

· Advanced data modeling (conceptual, logical, physical)

· Metadata modeling and BI package creation

· Oracle database design, optimization, and maintenance

· AWS cloud services and migration familiarity

· Business Intelligence reporting and dashboard development

· Data analysis, validation, and quality assurance

WORK SCHEDULE

Full-time. May be required to work additional hours as needed to complete assignment or project.

TRAVEL

The expected travel time is less than 15%.

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy.
