Work Arrangement:

This position requires a South Carolina resident. Will work in our Charleston office once a week. This is a part-time position working 20 / hr week.

Job Summary

The Part - Time Foster Care Clinical Director is an advanced practice registered nurse (Nurse Practitioner) is critical to ensuring that children in foster care receive coordinated, high-quality, trauma-informed care that addresses their complex physical, behavioral, and social needs. The Foster Care Director provides clinical leadership to improve health outcomes, strengthen medication and behavioral health oversight, reduce avoidable utilization such as emergency room visits and PRTF admissions, and support compliance with Medicaid and EPSDT requirements. This role also serves as a key bridge between the health plan, providers, and state agencies to improve continuity of care and overall well-being for one of the most vulnerable populations in South Carolina.

The position also supports oversight of psychotropic medication use, medication adherence, and coordination with child welfare agencies, foster parents, and community providers.

The Nurse Practitioner Clinical Director serves as a key clinical advisor to internal teams and external partners, including the South Carolina Department of Social Services and the South Carolina Department of Health and Human Services. Responsibilities include reviewing complex clinical cases, guiding care planning for medically and behaviorally complex youth, monitoring quality and utilization trends, identifying opportunities for total cost of care improvement, and supporting provider engagement strategies. The ideal candidate has deep expertise in pediatric and adolescent medicine, behavioral health, trauma-informed care, and the unique needs of children in foster care, with demonstrated leadership experience in Medicaid managed care or child welfare settings.

Responsibilities:

  • Serves as liaison between DSS and Select Health of South Carolina.
  • Leads/attends (weekly or biweekly) clinical Foster Care medical rounds .
  • Attends SHSC quality meetings (and any other relevant committees).
  • Attends regularly scheduled meetings between SHSC, DSS and DHHS.
  • Attends monthly Foster Care Health Advisory Council.
  • 0.5 FTE employed. 20 hours / week.
  • Reports to the plans Market Chief Medical Officer.

Education/Experience:

  • Nurse Practitioner Degree / license required.
  • Current, unrestricted licensure in the State of South Carolina as an Advanced Practice Registered Nurse (APRN) and national board certification as a Nurse Practitioner (e.g., Family, Pediatric, or Psychiatric-Mental Health Nurse Practitioner).
  • Must be clear of any sanctions by the applicable state or Office of the Inspector General.
  • Must not be prohibited from participating in any Federally or State funded healthcare programs.
  • 10+ years full-time experience practicing nursing
  • 5 to 10 years demonstrated knowledge of Medicaid managed care, EPSDT requirements, trauma-informed care, psychotropic medication oversight, and the healthcare needs of pediatric population or children in foster care.
  • Experience working collaboratively with state agencies such as the South Carolina Department of Health and Human Services, the South Carolina Department of Social Services, behavioral health providers, and community-based organizations is strongly preferred.
  • Experience with Foster Care Population is preferred.
  • 5 to 10 yearsof relevant experience in pediatric practice, child welfare, or Medicaid managed care, and prior oversight of foster care or special populations programs, are strongly preferred. Experience in psychotropic medication monitoring, care coordination for children with serious emotional disturbance, and quality improvement initiatives is highly desirable.
