Position: Adjudicator

Location: Bethesda, MD

Pay: $45.00 - $52.00/hour

Remote (Local candidates only; MD, VA, PA, WV)


Job Responsibilities of the Adjudicator:


  • Provide adjudicative advisory services in accordance with the relevant Executive Orders (E.O.s), U.S. Code of Federal Regulations (CFR), and the policies, orders, and directives of the Division of Personnel Security and Access Control (DPSAC) National Institutes of Health (NIH), Office of National Security (ONS) U.S. Department of Health and Human Services (HHS), DCSA, and the Office of Personnel Management (OPM).
  • Adjudicative recommendations will include review of investigative reports and evaluation of derogatory and mitigating information.
  • Validate assigned TIER Position Sensitivity Levels.
  • Provide adjudicative recommendations for cases with seriousness codes of E, G and R.
  • Conduct initial customer contact meetings and personnel security paperwork validation for accuracy and completeness prior to submission.
  • Review personnel suitability/security Case Closing Transmittal (CCT) package to ensure information is complete and to determine whether further information is required.
  • Contact appropriate sources to obtain information as necessary.
  • Transmit – in accordance with DPSAC process – the reviewed personnel security packages to appropriate investigative agency (Ex: OPM). and/or HHS headquarters.
  • Track action status within the DPSAC case management system of personnel suitability/security case status for all types of required investigations.
  • Conduct initial suitability/security review and pre-adjudication of all background investigation results.
  • Adjudicate investigation reports or other suitability/security related information – including acquisition of additional information if necessary, to supplement investigation findings – of all background investigations submitted by DPSAC.
  • Prepare final documentation making suitability/security recommendations for each applicant requiring a background investigation;
  • Write detailed summaries of issues/derogatory information, as directed by the DPSAC Director / Personnel
  • Review cases at an average rate of 15 per day per reviewer and submit a recommendation in the form of an email and/or LOI for additional information or a final recommendation.


Job Qualifications and Requirements:


  • Possess a favorably adjudicated background investigation at a Tier 4 level or higher.
  • Professional and technical services needed to support DPSAC. Included within this effort are the various professional and technical services to support business processes, administrative operations and technical support and development to ensure continuity of operations in compliance with the Defense Counterintelligence and Security Agency (DCSA), Office of Personnel Management (OPM), Office of Management and Budget (OMB), Office of the Director of National Intelligence (ODNI), National Institute of Standards and Technology (NIST) and other associated federal related directives.
  • Experience with various standard forms (ie. SF-85, SF-85P and SF-86) used for processing background investigations by DCSA.
  • Possess at least 5 years of qualifying experience performing the following types of tasks: applying personnel security laws, regulations and policies; and interviewing applicants through direct and indirect questioning to obtain information for the suitability/security adjudication.
  • Knowledge of applicable Executive Orders (E.O.s), Code of Federal Regulations (CFR), Security Policy Board regulations, and other regulations relating to the Personnel Security.
  • Knowledge of how to apply CFR 731 Suitability Factors/Guidelines to make suitability and/or security recommendations preferred
  • Working knowledge of DCSA NBIS.
