Job description

This position is pending contract award.  The anticipated start date is on October 1, 2026

The Senior Procurement Manager oversees all purchasing, sourcing, evaluation, and repair related procurement functions in support of the FSN IERW aviation training mission. The role ensures compliant acquisition of aviation and nonaviation materials, equipment, and services while maintaining strict adherence to airworthiness standards, OEM certification requirements, and U.S. Government procurement regulations. This position is responsible for securing bestvalue solutions for the Government, sustaining vendor performance, and ensuring all procured items meet contractual, regulatory, and operational requirements.

What you will be responsible for:  

  • Execute all purchasing, sourcing, evaluation, and repair related procurement functions for aviation and nonaviation materials, equipment, and services.

  • Source and procure OEM or OEM approved/certified aviation parts and materials that meet airworthiness criteria and required documentation standards (e.g., 8130, CoC, traceability).

  • Obtain best value pricing for the Government through competitive bids, volume discounts, and strategic vendor agreements.

  • Evaluate total cost to the Government-including delivery, warranty, lifecycle cost, sustainment impact, and long-term value-when selecting vendors.

  • Conduct market research, price analysis, and competitive evaluations to ensure compliant and cost-effective procurement decisions.

  • Create and manage the Sourcing and Procurement Plan, coordinating with country managers and logistics supervisors to ensure successful execution.

  • Lead, train, mentor, and supervise Buyers, including workload planning, performance reviews, audit preparation, and corrective guidance.

  • Review requisitions, purchase orders, vouchers, and specifications for accuracy, compliance, and conformance with established policies and procedures.

  • Develop and maintain strong vendor relationships, including negotiating teaming/pricing agreements and monitoring vendor performance.

  • Solicit bids, analyze quotations, and recommend best value vendors to management.

  • Support legal and program leadership as a subject matter expert during Terms and Conditions reviews.

  • Maintain complete, accurate, and audit ready procurement records, ensuring compliance with FSN contract requirements and Government procurement standards.

  • Coordinate procurement requirements across programs, track supplier pricing trends, manage backlog and rejected materials, and ensure timely fulfillment of all orders.

  • All other duties as assigned.

What you will need to be successful in this role:  

  • Demonstrated expertise in aviation procurement, including OEM/OEM approved parts, airworthiness documentation, and regulatory compliance.

  • Strong knowledge of FAR/48 CFR Parts 6, 8, 19, and 52 to effectively navigate procurement requirements and support DCMA/DCAA audits.

  • Proven ability to lead, train, and supervise procurement teams, including Buyers, with experience conducting performance reviews, mentoring, and daily operational oversight.

  • Advanced analytical skills to evaluate total Government cost (delivery, warranty, lifecycle, sustainment) and consistently secure best value outcomes.

  • Ability to build and maintain strong vendor relationships, negotiate pricing/terms, and develop teaming or pricing agreements.

  • High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) for reporting, analysis, forecasting, and documentation.

  • Strong operational planning and coordination skills to align procurement actions with maintenance, logistics, and program schedules.

  • Bachelor's degree (BA/BS) or equivalent combination of education and 8 years of relevant experience, including 5 years of procurement supervisory experience.

  • In order to access the Fort Rucker site, US citizenship is required.
