Job Summary:
The Appraisal Section performs a wide range of advisory, value consultation, review, technical support services, specific appraisals, and administrative services that include the oversight, coordination, and procurement of independent professional appraisal services. Under the direction of the Appraisal Section Manager, the Appraiser III is responsible to apply traditional appraisal methodologies for the preparation of valuation assignments pertaining to all real estate transactions generated by the Sales & Leasing, Rights-of-Way, and Minerals Sections; reviewing "outside" appraisals to ensure reasonableness of value and conformance with USPAP and ASLD Appraisal Guidelines; advising on selected valuation and evaluation assignments; making recommendations on valuation and evaluation issues relative to disposition alternatives and/or specific elements of each disposition; and acting in the capacity of an expert witness in administrative and judicial proceedings. This position will also assist the Section Manager in the formulation and implementation of rules, policies, and procedures for Section related issues and collection of economic data in support of the appraisal process.
Job Duties:
• Prepares narrative appraisal reports for valuation assignments of moderate to complex difficulty to a successful completion in accordance with established deadlines and by applying traditional appraisal methodologies.
• Provides technical and administrative appraisal review services which include ascertaining whether the contract appraisal is commensurate in scope and detail with the action for which it was prepared, and whether it complies with supplemental appraisal standards, policies, and instructions.
• Provides advice and makes recommendations on valuation issues relative to disposition alternatives and/or specific elements of disposition.
• Assists the Appraisal Section Manager in the formulation and implementation of rules, policies, and procedures for Section related issues.
• Applies the principles, theories, and concepts of the Arizona Management System (AMS); actively participating in daily group huddles and weekly 1:1 coaching sessions; continually identifying areas for process and quality improvement; adhering to established standard work and procedures.
• Other duties as assigned and as related to the position.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
• Writing appraisal reports and restricted use reports using USPAP (Uniform Standards of Professional Appraisal Practice) and ASLD's Appraisal Guidelines
• Reviewing appraisals from contract appraisers outside of ASLD
• Federal, state, local, and agency rules, regulations, policies and procedures specific to area of assignment
• Arizona statutes, case law, and administrative rules/regulations applicable to the business of the Department
• Uniform Standards of Professional Appraisal Practice promulgated by the Arizona Board of Appraisal and the Appraisal Foundation

Selective Preference(s):
• A minimum of 5 years of experience as a certified general real estate appraiser.
• Previous right of way valuation experience is a plus (in either appraisal, review, acquisitions, training, and/or education courses related to partial acquisitions and easements/right-of-way).
Pre-Employment Requirements:
• MUST be licensed and in good standing as a Certified General real estate appraiser - State of AZ or be eligible to apply for license via reciprocity.
• Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete required driver training. (refer to Arizona Administrative Code R2-10-207.12.) Driver's License Requirements.
