Build auditable assignment and study estimates that connect every labor hour, trip, direct cost and contingency to a defined work package and execution assumption.

• A TOR is technically plausible but its hours, skill mix, travel, local support, testing, translation or other direct costs are not traceable.
• The estimate hides optimism in productivity, sequencing, review, data quality or site-access assumptions.
• Scope changes cannot be priced or controlled because the baseline lacks work-package logic and estimating assumptions.

• Develop bottom-up BOEs by WBS element, role, hours, travel, ODC, dependency, assumption, risk and review requirement.
• Create cost bases, estimating narratives, sensitivity ranges, escalation/contingency logic and traceability to TOR outputs.
• Challenge staffing mix, productivity, parallelism, travel routing, local costs, data acquisition, testing and review effort.
• Support scope-change impact analysis, estimate reconciliation and independent cost review.

• Direct engineering, consulting, infrastructure, international-development or project-controls estimating experience.
• Evidence of personally building or independently reviewing labor/ODC/travel BOEs used for proposals, studies, EPC development or Government decisions.
• Strong spreadsheet/model discipline and the ability to explain estimate lineage without relying on unsupported benchmarks.
• Demonstrated senior/expert judgment, normally supported by at least 10 years of directly relevant work and specific project or decision-product evidence.
• Ability to separate verified facts, assumptions, professional judgments, uncertainties and recommendations in concise written English.
• U.S. citizen or non-U.S. citizen lawfully admitted for permanent residence in the United States; written attestation is required before proposal inclusion.
• Ability to become available for potential Regional Asia travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.
• Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes and country/customer limitations.

• Current resume or CV with dates, employer/client, country, project stage, personal role, methods used, decision product and outcome for the most relevant assignments.
• Two to four representative projects that substantiate the specific expertise claimed; identify what you personally did rather than the team's general scope.
• Countries/regions worked, languages used professionally, current location, travel limitations and relevant licenses, registrations, certifications, standards or publications.
• Written permission for Axyde to use and evidence-preservingly reformat the resume for solicitation 1131PL26R0056, subject to final resume review if requested.
