Project Overview:

Louisiana Department of Transportation & Development (LADOTD) is undertaking a modernization initiative to enhance its districtโ€‘level financial data intake and reporting processes. The project will deliver a customized data management platform that aligns with LADOTDโ€™s existing operational workflows while introducing targeted improvements in usability, security, auditability, and reporting.

The solution must maintain continuity with LADOTDโ€™s established practices while providing a secure, reliable, and scalable foundation for longโ€‘term operational excellence. The OTS Application Development Office (AppDM) will provide oversight.

Objectives:

The primary objectives of this project are to:

  • Modernize and streamline district financial data intake processes.
  • Improve data accuracy through automated validations and builtโ€‘in calculations.
  • Strengthen auditability, security, and user access controls.
  • Enhance reporting capabilities for both district users and administrators.
  • Provide a stable, secure, and maintainable hosting environment for longโ€‘term operations.

I. DESCRIPTION OF SERVICES

The scope of the proposed services will include the following:

  • Design, code, compile, test, debug, modify, and document new or existing applications programs within accepted standards, procedures, and guidelines.
  • Identify, research, and resolve program, machine, data, or system software problems, frequently on an individual basis in consultation with other employees and/or users.
  • Review the work of programmers for assigned systems responsibility to ensure data integrity and availability.
  • Analyze changes, enhancements, and/or systems designs to ensure data integrity and availability.

Functional Scope: Provides automated fieldโ€‘level and crossโ€‘form validations; Includes builtโ€‘in calculations to reduce manual data entry; Allows carryโ€‘forward of selected data elements across fiscal years

Hosting & Technical Requirements provides: Monitoring and alerting for system health and performance.

Reporting & Data Access

  • Interactive grid displays with filtering, sorting, and drillโ€‘down.
  • Visual dashboards with export options (Excel, CSV, PDF where applicable).
  • Administrative reporting for audit logs, user activity, and fiscal year status.

Deliverables Include:

  • Integration with Microsoft Entra ID.
  • User access and role management tools.
