  • You will provide strategic leadership, aligning agency-wide AI solutions and enterprise architecture frameworks with federal compliance and data standards.
  • You will be responsible for the IT strategy, delivery, and lifecycle management of comprehensive IT/AI workforce initiatives in Data Science, Analytics, and applied Generative AI.
  • You will establish and direct the overarching IT vision, technical framework, and execution of NAVWAR's data science and artificial intelligence capability programs.
  • You will interrelated IT/AI projects, leveraging deep technical knowledge of data science, software development, and Artificial Intelligence to oversee contractor delivery of algorithmic and large language model (LLM) training.
  • You will develop key performance indicators (KPIs) to advise executive leadership on capability program effectiveness, technical directive compliance, and return on investment.
  • You will establish technical standards and priorities for AI competency development, monitoring rapid advancements in software engineering, data science, and AI to keep programs relevant.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Directing, overseeing, and executing information technology, artificial intelligence, and data science programs, with a focus on delivering experiential learning initiatives, specialized bootcamps, and technical hackathons; AND experience must include strategic planning, program delivery, and workforce training lifecycle management, utilizing knowledge of data science, software development, artificial intelligence, and large language models to align technical learning solutions with federal compliance, data standards, and enterprise objectives.
In addition to the above listed qualifications, your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.
The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.
DP-4 Control Point; SAN DIEGO, CA; SALARY STATEMENT: If selected, your salary will be set according to the established control points of this position which is $143,677 - $186,785 (Base $107,446 - $139,684 plus 33.72% locality adjustment).
The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (DP-04, Control Point), the total adjusted salary may be capped equivalent to GS-14 Step 10 (currently $186,785 Adjusted Pay).
Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
This is a Cyberspace Workforce position, work role code 801 - PROGRAM MANAGER, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
This position is covered by the Department of Defense Priority Placement Program.
