Our client seeks a Business Analyst to support a DOJ-aligned program that develops and enhances the Consolidated Asset Tracking System. The role focuses on eliciting and documenting detailed functional and technical requirements, preparing developers to implement features, coordinating across developers, testers, operations, and government stakeholders, and producing clear technical documentation and presentations. The environment is a hybrid of waterfall and agile practices, with strong emphasis on communication, client interaction, and SDLC experience.

Due to federal security clearance requirements, applicant must be a United States Citizen with ability to obtain Public Trust clearance. This is a contract to hire opportunity. Applicants must be willing and able to work on a w2 basis and convert to FTE following contract duration. Rate: $34.00 to $44.00/hr. w2

Responsibilities:
  • Gather, analyze, and document detailed functional and technical software requirements.
  • Translate business needs into specification documents and analysis sheets that enable developers to write code.
  • Create wireframes and prepare packaged presentations and application demonstrations.
  • Coordinate work with developers, testers, operations, engineers, and clients.
  • Investigate, analyze, and resolve routine and advanced application issues.
  • Perform needs analysis and requirements definition within selected functional areas.
  • Support design, implementation, and maintenance of client solutions and environments.
  • Draft clear written communications for both technical and non-technical audiences.
  • Suggest database design changes and run queries to troubleshoot problems.
  • Deliver solution training and technical presentations to clients.
Experience Requirements:
  • Bachelor’s degree and 7 years of experience in technical requirements analysis or equivalent experience in lieu of degree.
  • Demonstrated experience across the SDLC and in applications support.
  • Proven ability to document detailed requirements and obtain stakeholder consensus.
  • Knowledge of current and emerging software technologies.
  • Strong written and oral communication skills with client-facing experience.
  • Attention to detail, customer service orientation, problem solving capability, and effective collaboration.
  • Public Trust eligibility and ability to complete DOJ MBI Level 5 background investigation.
  • Bonus: SQL knowledge, Jira familiarity, HTML exposure, and experience with wireframing tools such as Balsamiq.
Education Requirements:

Bachelor’s degree preferred. Equivalent experience may be considered.
