Job description

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Business and Financial Services Division in Helena.

Under the guidance of the Operations and Internal Support Bureau Chief of the Business and Financial Services Division, this position is responsible for the development and implementation of fiscal policies and procedures for the department's Accounts Payable (AP) section; the paying, monitoring and analyzing  of financial activities for all operating and benefit expenditures made by the department to service providers, vendors, clients, and employees (non-wage payments), including the five institutions associated with the department; the direct supervision of the AP section within the bureau; oversight of the various relationships the bureau has with fiscal staff in the other divisions within the department, the Legislative Audit Division, the Department of Administration, federal auditors and program managers, and other state agencies as they relate to the payments process.

This position is responsible for establishing and maintaining control of accounting records and reports that are complex in nature and involve a variety of funding techniques and controls. The person in this position utilizes and extensive knowledge of accounting theory and financial auditing practices, State statutes, the States budgeting and accounting system, regulations and statutes related to the programs and functions of the section.

Qualifications for this Career Opportunity

  • Extensive knowledge of the procedures, theories, and concepts of governmental accounting in general and the States accounting system, specifically. This knowledge is utilized in maintaining accounting sub-systems and in resolving complex accounting issues.

  • Ability to develop and implement complex accounting policies and procedures.

  • Advanced spreadsheet skills, including experience with developing macros.

  • Ability to interpret complex financial data and formulate solutions/recommendations to resolve issues.

  • Meet minimum qualifications:

    • Bachelor's degree in business administration, accounting, finance, computer science, or mathematics.

    • Five or more years of job-related work experience.

    • Other combinations of related education and experience may be considered on a case-by-case basis.

    • Preferred: Experience with Windows, Excel (emphasis on Pivot Tables), Word, and SABHRS.
