Job description

Summary
This position plays a central role in supporting and advancing the VA's research mission by managing the submission and administration of grants in basic laboratory, clinical, and animal research. The position coordinates all aspects of the grant process including eligibility determination, RFP organization, document review, compliance, and submission. The position sustains long term research funding by supporting collaborative efforts with affiliated academic medical centers.

Major Duties Include:
- Responsible to manage the programs electronic grants management system supporting the full range of grant activities
- Performs grant administrative work in the following areas: grant monitoring and management, budgeting and financial management, and processing and awards for new grants
- Facilitating the grant review and monitoring processes through the programs electronic grants management system
- Serving as point of contact for the Grant Programs
- Reviews, develops and initiates policies and procedures related to the oversight and monitoring of grant projects
- Provides technical assistance to grantees, including providing guidance on utilizing the electronic grants management system;
- Develops systems to regularly conducts utilization reviews and prepares reports with results

Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA Employees that are already subject to the return to in-person work mandate in their current position. Applicants without an existing assigned VA Staff Office must be located within 50 miles of a VA-owned or leased space. This is not a remote position.
Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.
Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2026.
Grade Requirement: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of grants management processes and techniques sufficient to implement and manage Federal grants and cooperative agreements and to provide grants-related guidance, assistance and services to research management and investigators. Knowledge of Post Award management processes and requirements. Knowledge of the technical aspects of the grant application and ability to perform a detailed review of the grant application to detect and resolve any issues prior to submission, including but not limited to determining the appropriate action in the event of a conflict. Knowledge of regulations governing research and grant applications. Strong planning and administrative skills sufficient to organize work priorities so that grants and other submissions/reports are prepared in a timely manner. Knowledgeable in developing a study budget to include salaries, supplies, equipment, travel, etc., considering annual pay increases and limits of the grant.. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position;. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and the required education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
