Regulatory Compliance Program information

What is a regulatory compliance program?

A Regulatory Compliance Program is a structured framework that organizations develop to ensure they follow all relevant laws, regulations, and industry standards. It includes policies, procedures, training, monitoring, and reporting mechanisms to identify and address compliance risks. These programs help prevent legal violations, protect the organization's reputation, and promote ethical business practices. Effective compliance programs are regularly updated to reflect changes in regulations and business operations.

What are the key skills and qualifications needed to thrive in a regulatory compliance program role, and why are they important?

To thrive in a Regulatory Compliance Program role, you need a thorough understanding of regulatory requirements, risk management, and compliance frameworks, often supported by a degree in law, business, or a related field. Familiarity with compliance management software, audit tools, and certifications such as Certified Compliance & Ethics Professional (CCEP) is highly valuable. Attention to detail, integrity, and strong communication skills help professionals effectively interpret regulations and work with diverse stakeholders. These competencies ensure organizations remain compliant, minimize legal risks, and maintain ethical standards.

What are some common challenges faced by professionals in a regulatory compliance program role, and how can they be addressed?

Professionals in a Regulatory Compliance Program often face challenges such as staying updated with frequently changing laws and regulations, ensuring organization-wide adherence to compliance standards, and effectively managing documentation. These challenges can be addressed by regularly participating in compliance training, leveraging technology for tracking regulatory changes, and fostering strong communication between departments. Building collaborative relationships with legal, audit, and operational teams is also crucial for proactively identifying and resolving compliance issues.

The Regulatory Compliance Officer – Export Compliance is a business leader responsible for ensuring full adherence to U.S. and international export regulations. This role directs the company’s Export Compliance Program, covering classifications, licensing, sanctions screening, ITAR controls, and supply-chain due diligence. As the organization’s primary export compliance expert, the officer manages regulatory risk, strengthens our compliance culture, and serves as the key liaison with BIS, OFAC, CBP, and other agencies. While the role sets strategy, policy, and risk posture, it also carries essential operational responsibilities. The officer will directly support daily compliance activities, including transaction reviews, shipment approvals, screening decisions, and coordination with logistics, sales, and trade operations. The position requires a leader who can operate effectively at both the strategic and tactical levels.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Export Compliance Program Leadership

•Own and continuously improve the company’s Export Compliance Program, including policies, procedures, internal controls, and training frameworks.

•Serve as the primary subject matter expert on U.S. export control regulations, including the Export Administration Regulations (EAR), ITAR/USML, OFAC sanctions programs, and other applicable federal controls.

•Proactively monitor regulatory changes and assess business impact; communicate updates to leadership and relevant stakeholders in a timely manner.

•Lead and conduct internal audits, risk assessments, and compliance reviews to identify gaps and drive corrective action.

Classification, Licensing & Screening

•Determine, validate, and maintain accurate product classifications (ECCN, Schedule B, USML categories) and export control jurisdiction determinations.

•Evaluate license requirements and manage the preparation, submission, and tracking of export license applications and license exception eligibility.

•Oversee and execute restricted party screening (RPS) of customers, suppliers, and business partners using approved compliance tools; escalate red flags and document decisions appropriately.

•Review international shipments for proper documentation, licensing, and destination controls; ensure AES/EEI filings are accurate and timely.

Sanctions, Export Controls & Supply Chain Due Diligence

•Manage compliance with OFAC, EU, UN, and other multilateral sanctions programs; maintain up-to-date screening processes aligned with current designations.

•Apply export controls to relevant products and transactions; advise on jurisdiction and classification questions.

•Integrate supply chain due diligence practices into the compliance program, including monitoring for forced labor risks, conflict minerals, and other regulatory obligations tied to sourcing and imports.

•Identify and assess dual-use and emerging technology risks across the product portfolio and advise business units accordingly.

Government Agency Engagement & Reporting

•Serve as the primary point of contact for government agencies including BIS, OFAC, and CBP on inquiries, audits, and export related enforcement matters.

•Prepare and submit voluntary self-disclosures, export declarations, license applications, and other required regulatory filings with accuracy and timeliness.

•Maintain complete, audit-ready export records in full compliance with U.S. recordkeeping requirements (15 CFR §762) and internal retention policies.

•Manage relationships with customs brokers and freight forwarders to ensure alignment on export documentation standards and procedures.

Cross-Functional Partnership & Training

•Partner with all business functions and leadership teams to embed export compliance into business processes and decision-making.
