Job description

Deputy Register Of Wills

The Deputy Register of Wills is responsible for assisting the County Register of Wills, directing the daily functions of the office, maintaining records relating to the probate of wills, and granting letters of administration and testamentary. This position will serve as an agent for the Commonwealth of Pennsylvania to collect inheritance tax payments.

The Deputy Register of Wills will also assist in directing the duties of the Clerk of Orphans Court, which will include filing petitions for incapacitated persons, petitions for the appointment of guardians for minors, petitions for adoption records, granting marriage licenses, and records of births and deaths.

A criminal background check is required.

Essential Duties
  • Direct, manage, and oversee all functions of the office.
  • Assist in training and cross training staff and supervisors.
  • Motivate staff to enable them to perform efficiently and effectively.
  • Perform all administrative activities as needed (performance reviews, etc.).
  • Develop, implement and maintain yearly budget.
  • Prepare budget presentation for upper management.
  • Perform other duties, tasks and special projects, as required.
Qualifications/Preferred Skills, Knowledge & Experience

· Associate's degree from an accredited college or university, or equivalent combination of education and experience.

· Ten years of job-related experience.

· Knowledge of County of Chester Code or the ability to learn.

· Ability to interface effectively with all levels of county management.

· General understanding of fiscal planning.

· General understanding of Human Resource guidelines (FMLA, FLSA, employment guidelines, etc.).

· Intermediate skill to use a personal computer and various software packages.

· Ability to work independently and proceed with objectives.

· Excellent interpersonal skills

· Ability to maintain confidential information and handle confidential matters.

· Ability to work as part of a team.

· Excellent customer service skills.

· Strong professional ethics.

· Excellent listening skills.

Preferred Skills, Knowledge & Experience:

· Bachelor's degree from an accredited four-year college or university; or one to two years of related experience and/or training; or equivalent combination of education and experience.

· Five years of supervisory or management experience.

· Strong knowledge and understanding of the Fiduciaries Act of 1949, as amended.

· Excellent verbal and written communication skills.

· Strong time management and project management skills

· Ability to follow office protocols.

· Able to use common sense understanding to carry out written or verbal instructions.
