Regional Property Manager – Affordable Housing

About the Opportunity

A well-established organization specializing in the management of affordable and multifamily housing communities is seeking an experienced Regional Property Manager to oversee an assigned portfolio of properties.


The Regional Property Manager will provide strategic leadership and operational oversight to on-site property management teams, ensuring properties meet financial, operational, regulatory, compliance, and resident service objectives. This position will work closely with Property Managers and internal departments to drive strong property performance, maintain regulatory compliance, develop high-performing teams, and deliver an exceptional resident experience.


The ideal candidate will have extensive experience managing affordable housing communities and a strong understanding of LIHTC, HUD Section 8, and Rural Development programs. The successful candidate will be a hands-on leader who is comfortable balancing strategic planning with day-to-day operational oversight.

This is a full-time, exempt position with regular travel to assigned properties.

Essential Responsibilities

  • Provide leadership and operational oversight for an assigned portfolio of affordable housing communities.
  • Directly supervise, coach, and support on-site Property Managers and other property management personnel.
  • Oversee day-to-day property operations, including safety, preventive maintenance, unit turnover, leasing, resident relations, and overall property condition.
  • Conduct regular property visits and inspections to ensure compliance with company standards, regulatory requirements, and operational expectations.
  • Establish performance expectations and motivate property teams to achieve operational and financial goals.
  • Hire, train, develop, and manage property management staff to maximize individual and team performance.
  • Promote a positive, inclusive, collaborative, and growth-oriented work environment.
  • Oversee the preparation and management of annual operating and capital budgets.
  • Monitor financial performance and budget variances and provide recommendations for improving property performance.
  • Monitor accounts receivable and support effective collections and arrears management.
  • Partner with compliance personnel to address regulatory and government agency requests.
  • Maintain strong working relationships with applicable housing agencies and regulatory organizations.
  • Ensure properties remain in compliance with applicable affordable housing programs and regulatory requirements.
  • Oversee annual unit inspections and ensure deficiencies are addressed timely.
  • Manage the annual certification and recertification process, including timely collection, review, and completion of required documentation.
  • Prepare and review Section 8/HAP-related packages and documentation.
  • Ensure vacant units are properly maintained, code compliant, and ready for leasing and move-in.
  • Oversee and coordinate move-in and move-out activities.
  • Manage relationships with vendors, contractors, architects, engineers, consultants, residents, and other external partners.
  • Address operational challenges and implement effective solutions in a timely manner.
  • Maintain consistent communication across the assigned portfolio and ensure teams remain aligned with organizational objectives.
  • Assist with rehabilitation, renovation, and capital improvement projects as needed.
  • Monitor property performance and identify opportunities for operational improvement and cost control.
  • Travel regularly to assigned properties.
  • Perform other duties as assigned.

Required Qualifications

  • Minimum of 3 years of regional, multi-site, or portfolio-level property management experience in the affordable housing industry.
  • Strong knowledge and experience with LIHTC, HUD Section 8, and Rural Development programs required.
  • Experience with affordable housing compliance, annual certifications, and recertifications.
  • Previous experience supervising, coaching, and developing property management teams.
  • Experience managing third-party vendors and external business relationships.
  • Strong understanding of property financials, including Accounts Receivable, Accounts Payable, General Ledger, NOI, budgeting, and budget variance analysis.
  • Previous responsibility for preparing, managing, or monitoring property operating budgets.
  • Strong knowledge of federal, state, and local regulations affecting affordable housing.
  • Knowledge of Fair Housing laws and requirements.
  • Proficiency with Microsoft Office, including Outlook, Word, and Excel.
  • Strong organizational, analytical, verbal, and written communication skills.
  • Ability to manage multiple properties, competing priorities, and deadlines effectively.
  • Ability to travel regularly throughout the assigned portfolio.


Preferred Qualifications

  • Bachelor's degree in Business, Real Estate, Property Management, or a related field.
  • Certified Occupancy Specialist (COS) certification.
  • Additional industry certifications such as CPO, CPM, SHCM, or TCM.
  • Experience with significant rehabilitation, renovation, or capital improvement projects.
  • Experience with Yardi Forecast and/or Yardi IQ Asset.
  • Experience working with housing authorities, government agencies, and other regulatory organizations.
