Official Title: Regional Supervisor for Massachusetts Probation Service - Region 2

Pay Grade: Senior Management 2

Salary Range: SM2 Entry Level Pay $121,809.74 to Pay Range Maximum $180,053.90

Starting Pay: $121,809.74 

Salary Notes: This position is designated as Management. Starting Salary will be based on a review of qualifications and experience.

This position covers Region 2.

Region 2 includes the following court locations: Clinton DC, Dudley DC, East Brookfield DC, Fitchburg DC, Framingham/Natick DC, Gardner/Winchendon DC, Leominster DC, Marlborough DC, Milford DC, Uxbridge DC, Westborough DC, and Worcester DC.

Position Summary: The Regional Supervisor of Probation Services (RSPS) serves as the direct liaison between the Office of the Commissioner of Probation and local probation offices, justices, and clerks within the various court departments. The RSPS, under the general supervision of the Commissioner of Probation and his/her designee, assists in the oversight and supervision of probation personnel through on-site evaluative audits and ongoing communication. The RSPS is directly responsible for ensuring that chief probation officers and other probation personnel comply with existing statutes, best evidence-based practices, as well as with all Probation and Trial Court policies and procedures. The RSPS, whose office shall be located within their assigned region, shall perform, or participate in a variety of administrative functions, including hiring, personnel assignments, the development of programs, research, the training of staff, technical assistance, the review of probation reports and data, and the general oversight the region's probation offices. Regular court visits and contact with field staff shall occur at the direction of the Deputy Commissioner of Field Services.

Supervision received: Work is performed under the general direction of the Deputy Commissioner for Field Services and is evaluated for professional soundness and conformity to policy.

Essential Functions and Responsibilities:

Regional Supervisor of Probation Services Duties:
• Serves as a liaison between the Commissioner of Probation and local probation offices, court personnel, community correction centers, the law enforcement community, and external service providers;
• Manages and oversees various probation initiatives, and supervises the implementation of administrative policies and procedures issued by the Office of the Commissioner of Probation;
• Implements and enforces Probation's use of best practices and evidence based methods to enhance the meeting of court metric benchmarks throughout designated probation offices;.
• Assists in the hiring process of Chief Probation Officers, First Assistant Chief Officers, Assistant Chief Probation Officers, Probation Officers, Associate Probation Officers, and other positions as assigned by the Commissioner of Probation;
• Assists in the development and implementation of new operational procedures for the Massachusetts Probation Service;
• Conducts regular meetings with Chief Probation Officers and Assistant Chief Probation Officers in order to direct and advise on variety of probation and employee management issues;
• Advises Chief Probation Officers on issues relating to collective bargaining and the grievance procedures;
• Assists in and/or conducts investigations into disciplinary matters in Probation Offices;
• May serve as the Step 2 arbitrator in grievance hearings;
• Represents the Commissioner of Probation, as needed, on statewide boards, committees, tasks force, initiatives, advisory and conference groups;
• Provides technical assistance to the local probation offices in areas that include training, program development, probation standards, community supervision, electronic monitoring, management of information systems, fiscal matters and human resources matters;
• Performs teaching, administrative duties and other functions as assigned;
• Conducts on-site evaluative audits of local office for adherence to Trial Court and Office of the Commissioner of Probation Standards and Policies, and prepares written reports regarding compliance;
• Oversees the compiling and analysis of Probation statistics and has the responsibility for generating annual and other periodic reports within a designated region;
• Performs other related duties as required.

Minimum Requirements:

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Statewide Supervisor of Probation Services:

Education and Experience:

  • Bachelor’s Degree;
  • Seven (7) years of related work experience in the field of probation and/or community corrections, two (2) years of which are in management or supervisory positions;
  • Graduate degree preferred.

Professional Development: Must have a record of regular participation in professional development opportunities.

Skills:  Ability to use data to diagnose problems and drive enhancements and efficiencies in departmental operations.

Working knowledge of and ability to use personal computers and related software to develop data bases and systems to record and track projects
