Overview:

The Regional Manager will be responsible for building, scaling, and leading Liberty’s concrete construction business within their region. The Regional Manager serves as a valuable resource for the operations staff in areas of project team performance, client relations, contract negotiations and compliance, trade partner management, schedule and budget management, compliance with company safety and quality standard operating procedures, and work acquisition strategies.
This individual will lead the full lifecycle of the concrete business, including strategy development, work acquisition, operations, financial performance, and team building. The Regional Manager will operate with an ownership mindset, partnering with executive leadership to define and execute a clear growth strategy across structural concrete, foundations, slabs, vertical concrete, formwork systems, reinforcing, and finishes.

Success in this role requires a proven builder—someone who has experience starting, growing, or transforming a concrete construction business or division and can replicate that success in a fast-paced, high-growth environment.



Business Building & Strategy

  • Establish and execute the strategic vision for Liberty’s concrete business within the region
  • Build and scale a self-perform concrete operation from the ground up or through expansion
  • Identify market opportunities, target clients, and growth channels to drive sustained revenue
  • Partner with executive leadership to align regional strategy with national growth initiatives

Overall Focus

  • Collaborate with Operations leadership to define business direction for concrete scopes
  • Oversee execution of goals outlined in the group’s business plan
  • Develop divisional expertise and serve as a subject matter expert in concrete operations
  • Ensure corporate vision and strategic priorities are effectively communicated

Work Acquisition & Client Management

  • Lead pursuit strategy and work acquisition efforts
  • Identify, develop, and maintain client relationships
  • Direct proposal strategy, positioning, and content development
  • Support subcontractor and vendor relationship management
  • Represent the company at industry events and networking opportunities

Sector P&L Management

  • Review financial performance and provide strategic guidance
  • Approve billing and ensure accuracy and compliance
  • Manage forecasting, revenue planning, and risk mitigation

People Development

  • Recruit, develop, and retain top talent
  • Mentor team members and build future leadership pipeline

Preconstruction

  • Oversee estimating, budgeting, and constructability for concrete projects

Construction Operations

  • Ensure projects meet financial, schedule, and operational targets
  • Maintain compliance with SOPs, safety standards, and quality expectations

  • 15+ years of experience in commercial construction, with a strong focus on concrete construction
  • Demonstrated experience starting, building, or significantly growing a concrete construction business, division, or self-perform operation
  • Deep expertise in structural concrete, foundations, formwork systems, and concrete operations
  • Strong leadership, team-building, and operational management experience
  • Proven ability to drive business development and revenue growth within the concrete sector
