Job description

The Maintenance Manager provides leadership of the maintenance department at the Petro Star North Pole Refinery. This position is responsible for the overall utilization of refinery resources to achieve strategic maintenance and reliability objectives. This position includes compliance with the company's goals, including the maintenance and reliability programs, PSM and Safety programs, preparation and tracking of the maintenance budget, and management of all maintenance activities, including all turnarounds. Repair or replace refinery equipment and systems safely, efficiently, and environmentally soundly. This position must perform strategically with sound decision-making while focusing on safety and site performance and supporting the company's policies, goals, and objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)
  1. Initiate, implement, and manage the refinery maintenance program based on best practices in the refining industry, emphasizing planning/scheduling and preventive/predictive maintenance.
  2. Serve as the refinery maintenance and reliability program leader to maintain and ensure the operation of refinery-related equipment.
  3. Support and advance the CMMS to control work order flow and tracking, critical and non-critical spare parts inventory, equipment records, and preventative maintenance tasks.
  4. Manage refining maintenance activity, including planning, scheduling, monitoring, forecasting, resource allocation, and cost control.
  5. Coordinate activities with the Refinery Operations Department.
  6. Coordinate refinery Turnaround activities with onsite and offsite PSI personnel and contractors.
  7. Responsible for stewarding and implementing Mechanical portions of the Process Safety Management (PSM) Policy and Procedures.
  8. Supervise refinery maintenance personnel and hold them accountable for their performance. Build this group into a well-coordinated team.
  9. Ensure that maintenance technicians are adequately trained, equipped, and motivated to accomplish the maintenance program safely, timely, and cost-effectively.
  10. Communicate regularly with all maintenance employees, individually and as a group, to ensure good two-way communication concerning any safety or maintenance issues.
  11. Assists with the hiring of maintenance personnel.
  12. Conduct employee performance reviews based on job descriptions to determine the maintenance department employees' competency, knowledge, and contribution.
  13. Assist in developing and managing maintenance procedures and training manuals for the maintenance department.
  14. Review the operation of refinery equipment and process systems routinely to minimize unplanned downtime. Anticipate problems and be proactive in identifying opportunities for improvement.
  15. Communicate regularly with Refinery Operations and Engineering to identify and satisfactorily resolve chronic maintenance-driven operational issues in a safe, timely, and cost-effective manner.
  16. Initiate and carry out projects that improve efficiency and reduce operating costs.
  17. Ensure full compliance with all health and safety regulations relating to the maintenance department.
  18. Directs, maintains, and enforces the safety program for the maintenance department; reviews safety records to uphold standards of maximum safety for all maintenance employees.
  19. Develop and Implement programs and procedures required to ensure refinery cleanliness.
  20. Assist with planning and implementing refinery improvements and expansions.

EDUCATION and/or EXPERIENCE
  • Associate's degree from a two-year college in a related technical field. Certificate/diploma from trade school in a related field and ten years of experience in the maintenance or operation of a process manufacturing facility.
  • Five years minimum supervisory experience in a reliability or maintenance setting in the following industries: Chemical, Oil Refinery, Power, or Pulp and Paper.
  • Equivalent combination of education and experience.
  • Excellent computer skills; Windows, MS Office (Word, Excel, Outlook, PowerPoint, etc.) Experience with SQL & Destiny preferred
  • Experience using a Computerized Maintenance Management System (CMMS)
  • Ability to manage multiple priorities and projects.
  • Proficient project coordination, preventative maintenance programming, and management skills required
