Work Location: FACILITY PLANNING & REAL ESTATE

City: FT LAUDERDALE

POSITION GOAL

To assist in the negotiation of all real estate transactions, including lease agreements, interlocal agreements the acquisition of real property for future schools or for the expansion of existing school facilities, the disposal of School Board owned surplus real property the management and maintenance of the School District’s real property records.  To assist in addressing certain growth management matters, including matters relating to affordable housing, growth management legislation, and local ordinances.

ESSENTIAL PERFORMANCE RESPONSIBILITIES

The Manager, Real Estate & Intergovernmental Coordination, shall carry out the performance responsibilities listed below.  

  • Supervise the Real Property Analyst and other staff as assigned in the performance of job duties. 
  • Assist the Director or designee and perform a leading role in negotiations for all real estate transactions. 
  • Provide real estate data as needed for the preparation and inclusion in the Five-Year District Educational Facilities Plan (DEFP), the Five-Year Educational Plant Survey, and as related to the Third Amended and Restated Interlocal Agreement for Public School Facility Planning. 
  • Work in liaison with personnel in the Facility Planning and Real Estate (FP&RE) Department and other Broward County Public Schools (BCPS) departments to identify facilities and/or parcels of land which meet the needs and requirements for the acquisition of future school sites and the expansion of existing school facilities, ancillary facilities, and implement processes to acquire the identified land(s). 
  • Work in liaison with personnel in the FP&RE Department and other BCPS departments to acquire real property for administrative and/or ancillary needs of BCPS and implement processes to acquire the identified real property. 
  • Implement as directed processes to declare as surplus, School Board owned real property that are no longer needed for educational purposes, and in the disposition/sale of the surplus property which shall include the generation, the processing of Board item for School Board’s consideration, and the formal action to declare the real property as surplus. 
  • Coordinate the generation of the Agreement of Sale and Purchase (PSA) as directed between the School Board and the School Board selected purchaser of School Board owned surplus real property, including the execution of the PSA by the selected purchaser, and subsequently, process and schedule the related Board item for the School Board’s consideration and approval.  Update and maintain the related data.   
  • Oversee, address, process, and manage all real estate lease agreements, license agreements, interlocal agreements such as Reciprocal Use Agreements, and Recreation License Agreements or equivalent with local governments and generate the related agreements for legal review and prepare and schedule Board items for the School Board’s consideration and formal action.  Oversee the update and maintenance of the data regarding the cited Agreements.  
  • Oversee and coordinate the processing of Right-of-Way (ROW), easements, temporary access agreements, land conveyance (quit claim deed), and as applicable for the approval and execution of the cited instruments and agreements by the pertinent entity, and the preparation of related Board items for the School Board’s consideration and approval.  Provide the instruments and agreements and related data to the FP&RE Department and other appropriate BCPS administrative staff(s) when needed and oversee the update and maintenance of the data regarding the cited instruments and agreements.   
  • Conduct as directed, research, investigations, and due diligence with regard to real estate matters for BCPS and provide pertinent resultant data for the FP&RE Department’s use and as needed by other BCPS departments.

MINIMUM QUALIFICATIONS & EXPERIENCE
  • An earned bachelor’s degree from an accredited institution.
  • A minimum of four (4) years of experience in the field related to the title of the position, and in performing the essential performance responsibilities or similar responsibilities required for the position, including prior experience working with cross-functional teams.
  • Knowledge of the real estate principles and practices.
  • General knowledge of the growth management principles and practices.
  • Experience in real property appraisal, site acquisition, sale/disposal of real property, and marketing methods, including but not limited to the review of environmental reports.
  • Experience in real estate negotiations, including real estate sales and acquisition transactions.
  • Experience in reviewing and editing agreements regarding real property, including but not limited to interlocal, lease, easement, and temporary license agreements.
  • Experience in generating interlocal, lease, easement, and temporary license agreements.
  • Experience in soliciting professional real estate services, including coordinating, managing, and directing professional contract services in support of real estate transactions such as surveys and appraisals.
  • Effective verbal, written and interpersonal communication skills, including the ability to connect with and positively influence leadership at all levels of the organization.
  • Computer skills as required for the position, including proficiency with the Microsoft Office Suite and familiarity with other enterprise software.
 
PREFERRED QUALIFICATIONS & EXPERIENCE
  • An earned master’s degree in real estate, urban planning, public administration, business administration or related fields.
  • Bilingual skills. 
SIGNIFICANT CONTACTS-frequency, contact, purpose

Facilitates and fosters frequent communication with internal and external customers throughout the District, using professionalism, tact, and good judgment to improve the business processes of the Facility Planning & Real Estate Department. 

PHYSICAL REQUIREMENTS

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects. 

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan.  Length of the work year and hours of employment shall be those established by the School Board.
