Position Summary
The City of Manassas is looking for a strong candidate to perform complex professional work in the annual appraisal of existing commercial, industrial and data center properties located in the City, including those that go beyond the scope of the normal mass appraisal process.
The hiring range for this position is: $34.18 - $47.00/DOQ

Essential Job Functions
This is what you'll do ...
  • Analyze cost, market and income data to develop individual factors for valuation benchmarks.
  • Determine assessed values of land and improvements for assigned groups of real estate properties.
  • Conduct field reviews of properties, including new constructions and other permits.
  • Review real estate sales in assigned groups.
  • Analyze regional and local area economic profiles including employment, population, household income, and real estate trends as well as identify emerging development trends for the real estate market.
  • Maintain and develop records and documentation on properties, benchmark sales data, construction cost data, income and expense reports, sales assessment ratio reports, coefficient of dispersion reports, electricity usage, etc.
  • Investigate and gather data required for determining value and defend value to property owners, representatives, and the Board of Equalization.
  • Defend assessments before the public, Board of Equalization, and Circuit Court; provide information, assistance and/or evidence regarding the appraisal process and results; respond to questions or complaints; research problems/complaints and initiate problem resolution; testify in Court as necessary.
  • Maintain current files and records of tax appraisal activities and associated documentation; maintain and update property records; maintain current appraisal manuals and pricing guides/manuals to aid in the appraisal process.
  • Conduct research as needed; research pricing guides, depreciation schedules, and trend schedules to complete studies of comparable properties for valuation purposes; research deeds, plats, and other legal records; resolve discrepancies in information.
  • Prepare and/or process a variety of documents such as commercial real estate assessments, sales ratio reports, assessment data files, monthly sales report, and daily activity report.
  • Refer to State code, City directives, sales data, professional journals, multi-media, cost manual, policy and procedure manuals codes / regulations, publications and reference texts, etc.
  • Perform other related work as assigned.

Minimum Required Qualifications
  • Bachelor's degree and at least four (4) years of progressively responsible experience in appraising and assessing commercial real estate property; or any equivalent experience
  • Strong understanding of Virginia's local tax structure.
  • Proficiency in computer automated mass appraisal systems (experience with Vision a plus).
  • Must be proficient in Microsoft Office applications.

Special Requirements
  • Must possess an appraisal license or certification in the following: State Licensed Real Estate Appraiser, Certified Assessment Evaluator (CAE), and/or Certified General Real Estate Appraiser.
  • Must possess a valid Virginia's driver's license
