External Elements (EXELMS) Maritime Analyst (PT)
Quantico, VA

The External Elements (EXELMS) Maritime Analyst reports to and receives work direction derivatives from the MSTP Project Manager and the EXELMS Section Head
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Possess detailed and functional knowledge of the Marine Corps and joint/combined Planning Process and doctrine related to Maritime.
  • Conduct tactical and operational planning at conceptual, functional and detailed levels for service, functional component, and joint headquarters organizations in Maritime.
  • Advise and perform functional duties for event billets across service and functional component headquarters and Joint/Combined Force Headquarters per Maritime.
  • Prepare orders, reports, briefs, and planning documents to support event scenario development and headquarters functions and, occasionally, prepare lesson plans and seminars.
  • Research concepts and conduct analysis of factual data.
  • Contribute to MSTP policy and SOP development within Maritime.
  • Participate in and conduct reviews and walk-throughs of events, operation orders and plans, and information requirements.
  • Attend on and off-site conferences and lead working groups within Maritime.
  • Perform Military Analyst duties and serve as event OTC when required.
  • Adjust work hours and billet responsibilities as needed to support 24/7 event operations.
  • Review TS/SCI intelligence from SCIFs for potential injection into the Exercise Audience Targeting/Effects boards and working groups, and coordinate with Exercise Controllers, the on-site SSO and SIO prior to including/injecting SCIF-derived information into exercises.
  • Contribute to Marine Corps and joint doctrine, TTPs, and best-practice publications.
EDUCATION
  • Bachelor's degree is required.
  • Attendance at Intermediate Level School (e.g. Marine Corps CSC or completion of equivalent nonresident course) is required. Attendance at SAW or Top Level School is preferred.
EXPERIENCE
  • Minimum eight years of operational experience in deployment and employment of ground combat, aviation, supporting arms, or combat service support units, related equipment and C2 methods and systems at the Higher Headquarters level.
  • Minimum three years of training and education experience in military doctrine, tactics, or planning.
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English. Able to design and write clear communications and present training programs.
  • Excellent organizational, planning, problem-solving, prioritization, and interpersonal skills.
  • Excellent computer skills required. Proficient in the entire suite of MS Office and able to quickly learn additional systems. Familiarity with SharePoint and C2PC is desired.
WORKING CONDITIONS
  • Required to sit for extended periods of time and maintain focus
  • Daily travel in local area during workday (including use of personal vehicle)
  • Be able to work an unstable schedule, to include holidays and weekends.
SPECIAL POSITION NOTATIONS
  • CONUS and OCONUS travel may be required for up to three weeks at a time (or longer)
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.
SECURITY CLEARANCE
  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.
ESTIMATED COMPENSATION
  • $70,000-$170,000
