Job description

Overview

The Mandarin Research, Development, and Acquisition (RDA) Analyst will perform research, development, and acquisition (RDA) analysis and provide support to the Government customer that focuses on the military application of artificial intelligence (AI) / machine learning (ML) and its implications. Emphasis will be on foreign entities that perform research and development (R&D), training, and validation of AI / ML algorithms.
Responsibilities
  • Produce finished all source analytic products in accordance with Intelligence Community (IC) Directives and security classification guidelines and publish to the IC using the Command's designated report publishing program.
  • Develop a queue and establish a schedule to perform regular searches on items identified in the queue.
  • Perform ad-hoc research in efforts to identify new organizations, entities, topics, and other information of interest.
  • Discover and identify entities of interest in efforts to establish collection methods to identify hierarchy / linkages / relationships and develop networks using appropriate software programs.
  • Characterize networks, formulate assessments on findings, and prioritize.
  • Create and maintain a system to document and track resources for discovery by ONI analysts and attend bi-monthly meetings with Government lead to discuss.
  • Develop system to track requests-for-information (RFIs) and document updates/progress. Attend bi-monthly meetings with Government lead to discuss.
  • Attend production and workgroup meetings, as requested.

Qualifications
Education / Certifications:
  • Bachelor's Degree in National Security, Regional Studies, or relevant technical academic studies (required).
  • Must have and maintain Mandarin language proficiency as verified by at least a 2.0 rating on the Interagency Language Roundtable (ILR) scale and must have a current (within the last year) test score to validate this rating (equivalent Defense Language Proficiency Test score is acceptable)
  • An active TS/SCI clearance is required

Experience:
  • Demonstrated ability to read, understand, and translate S&T lexicon in the target language.
  • Demonstrated experience using managed attribution systems/programs to perform safe open source research while applying Open Source Tradecraft.
  • 3 years of recent experience producing finished all source analytic products in accordance with IC directives and understanding of classification guidelines.
  • Experience performing link / network analysis using appropriate software programs.
  • Demonstrated clear written, and oral communications skills.
  • Minimum one year of experience using Microsoft Office software programs

Skills & Technology Used:
  • Familiarity with managed attribution systems, unclassified, and classified resources for research.
  • Microsoft Office Suite software programs.
  • Excellent organization skills with the ability to manage multiple concurrent deadlines.
