Job Overview:

Position Summary

The Construction Cost Estimator is responsible for preparing accurate, competitive, and compliant cost estimates for transportation infrastructure projects within the DOTD (Department of Transportation and Development) market. This role requires strong expertise in heavy civil construction, public bidding procedures, and DOT specifications, with exposure to bridge and structural construction projects considered highly valuable.

Key Responsibilities:

  • Prepare detailed cost estimates for DOTD and public works projects, including roadways, drainage, utilities, and bridge-related scopes.
  • Perform quantity takeoffs using plans, specifications, and bid documents.
  • Analyze labor, equipment, materials, and subcontractor costs.
  • Develop bid proposals and unit pricing consistent with DOTD bid structures.
  • Maintain historical cost data to improve estimate accuracy and competitiveness.
  • Review DOTD bid documents, plans, specifications, and special provisions.
  • Ensure estimates comply with DOTD standards, materials requirements, and bidding procedures.
  • Coordinate bid schedules, deadlines, and submission requirements.
  • Prepare bid packages, including documentation and unit price breakdowns.
  • Participate in pre-bid meetings and site visits to assess conditions and logistics.
  • Identify risks, scope gaps, and constructability concerns.
  • Evaluate site conditions including access, traffic impacts, and geotechnical factors.
  • Solicit and evaluate quotes from subcontractors and suppliers.
  • Assist in reviewing specialty quotes related to structural or bridge scopes.
  • Build relationships with vendors experienced in DOTD and heavy civil work.
  • Coordinate with project managers, engineers, and field teams.
  • Provide value engineering ideas to improve cost efficiency and constructability.
  • Prepare estimate summaries, bid analyses, and reports for leadership review.

Required Qualifications:

  • Bachelor's degree in Construction Management, Civil Engineering, or related field (or equivalent experience).
  • 5-10+ years of estimating experience in heavy civil or DOT/public works projects.
  • Strong knowledge of DOTD specifications and public works bidding processes.
  • Proficiency in estimating software (e.g., HCSS HeavyBid, Bluebeam, AGTEK).
  • Ability to read and interpret construction drawings and specifications.
  • Strong analytical, organizational, and communication skills.

Preferred Qualifications

  • Experience estimating concrete and asphalt roadway construction projects.
  • Experience estimating bridge or structural construction projects, including concrete, steel, and foundation systems.
  • Familiarity with Louisiana DOTD bridge standards and specifications.
