Radio Communication Technician I
Minimum Qualifications

- Associate's Degree - Electronics, Information Technology, Engineering, Telecommunications, or a related field.
Licenses and Certifications
Required:
- Must successfully complete any additional background checks required for the position, which may include a CJIS
background check, federal background check, or other applicable screenings (e.g., FAA). - Valid Texas Driver's License.
- Manufacturer or technical school certification in Electronics, telecommunications, automotive electrical, or two-way radio.
- FCC General Radiotelephone Operator License (GROL).
Position Description:
Under close supervision, installs, tests, services, and repairs two-way radio equipment in vehicles, facilities, and public safety agencies; assists higher-level technicians with maintenance of the multi-agency Public Safety Radio System (PSRS); maintains equipment inventories and service records; and provides technical customer service to system users.
Essential Functions
- Installs, removes and relocates mobile and portable two-way radio equipment in City and partner agency vehicles, including mounting equipment and antennas, routing and connecting power and control wiring, and testing the installation for proper operation.
- Programs radios and related subscriber equipment using manufacturer software, following established templates, code plugs and written procedures; performs subscriber administration for the PSRS and partner agencies under the direction of the supervisor or a higher-level technician, including adding, modifying and deleting subscriber units and user identifications, configuring and assigning talk groups, generating system reports, and coordinating user configuration, identification numbers and system access with participating agencies.
- Diagnoses, services and repairs portable radios, mobile radios, control stations, chargers, batteries, accessories and associated communications equipment; performs scheduled preventive maintenance and inspections; identifies damaged, worn or failing components and repairs or replaces them within the scope of assigned authority and training.
- Assists with the installation, inspection, maintenance and repair of fixed communications infrastructure, including base stations, antenna systems, radio consoles, outdoor warning sirens and related equipment; travels to and works at public safety agencies, City facilities, vehicle locations, tower sites and outdoor warning siren sites.
- Receives equipment problem reports from users; asks appropriate questions to define the problem, documents reported issues, and communicates repair status and completion to the customer; provides courteous and professional technical customer service to public safety agencies, City departments and other system users, explains technical information in clear, non-technical language.
- Creates, updates and maintains equipment inventories, radio records, work orders, service histories, maintenance records and other technical documentation; uses a personal computer and standard business software, including Microsoft Outlook, Word, Excel and Teams, shared drives, electronic work order and inventory systems, and other applications.
- Receives, inspects, inventories, stores and issues radio equipment, parts, accessories and supplies; assists with parts ordering and coordination with vendors for repair or replacement of defective equipment.
- Inspects and maintains assigned tools, test equipment, vehicles, work areas and department equipment in a clean, organized and serviceable condition.
- Assists in verifying that equipment is installed and operated in compliance with applicable Federal Communications Commission (FCC) rules and with City and state safety policies and procedures.
- Assists team with assignments outside of normal duties when operationally necessary; communicates work status, findings, delays, risks and follow-up needs clearly and in a timely manner to the supervisor, coworkers and customers; recognizes problems that exceed the Technician's assigned authority, training or experience and refers them promptly to the supervisor or a higher-level technician.
- Recognizes, avoids and reports unsafe acts, conditions, accidents and injuries in accordance with City Policy.
- Participates in the Radio Shop's rotational on-call schedule following completion of initial training, and responds to after-hours calls for service, scheduled after-hours maintenance and system outages as assigned; may be required to respond after hours, including nights, holidays and weekends, in the event of a departmental or City-wide emergency.
- Operates a city vehicle to transport tools, equipment, and materials to and from various municipal facilities and job sites as needed for maintenance and repair tasks.

- Performs advanced diagnostics and troubleshooting of PSRS equipment and system components; isolates complex hardware, software, network, configuration, and interoperability issues and implements corrective action within assigned authority.
- Monitors system performance, alarms, controls, and infrastructure; evaluates equipment condition and system reliability, identifies developing or recurring problems, and recommends repair, replacement, configuration, or other corrective measures.
- Develops, tests, implements, and maintains radio programming templates, code plugs, configurations, and programming procedures used by Radio Communication Technician I staff and participating agencies.
- Performs advanced subscriber administration for the PSRS and partner agencies, including provisioning and modifying subscriber units and user identifications, configuring and assigning talk groups, maintaining system access, and generating and analyzing system reports.
- Performs preventive and corrective maintenance on communications systems and infrastructure; determines appropriate repair methods, replaces or coordinates replacement of components, and documents maintenance and technical findings.
- Provides technical guidance and assistance to Radio Communication Technician I staff in troubleshooting, installation, programming, repair, and maintenance activities; assists with development of technical proficiency and consistent application of established procedures.
- Researches and evaluates technical documentation, manufacturer specifications, regulations, system requirements, and emerging technologies; recommends equipment, configuration, process, or operational improvements.
- Coordinates technical activities with City departments, public safety agencies, system partners, contractors, manufacturers, and vendors; investigates service issues, explains technical requirements, and facilitates resolution of complex communications problems.
- Verifies communications equipment and system activities comply with applicable Federal Communications Commission (FCC) regulations, manufacturer requirements, City standards, and state and local safety policies and procedures.
- Maintains accurate technical records, system documentation, configuration information, maintenance histories, and other records necessary to support system operation, troubleshooting, and continuity.
