Job description

OverviewMano Lani LLC has an opening for a Financial Analyst III that provides advanced financial management, analytical, acquisition, and administrative support to the Defense Advanced Research Projects Agency (DARPA) Adaptive Capabilities Office (ACO). The position supports Strategic Explorations and Special Programs that enable high-risk, high-reward research and development (R&D) initiatives aligned with Department of War (DoW) priorities. The analyst performs quantitative financial analysis, budget execution tracking, program planning support, and acquisition lifecycle coordination across multiple portfolios. Work directly supports ACO leadership, Program Managers, and front office staff in a fast-paced environment requiring responsiveness to short suspense requirements (24-48 hours). All work is advisory in nature and does not include inherently governmental functions such as policy-making, decision-making, or final approval authority. Position includes travel budget oversight for government personnel.Occasional non-standard business hours may be required.All new hires will complete an onboarding program in their first week. Responsibilities: Provide quantitative financial analysis supporting investment programs, including evaluation of financial and programmatic data, forecasting, and business valuation support. Develop, execute, and monitor program and office-level budgets across multiple portfolios, ensuring compliance with DoD financial regulations and ACO policies. Prepare, route, and track Military Interdepartmental Purchase Requests (MIPRs), Purchase Requests (PRs), and related funding documentation. Maintain full financial execution oversight, including commitments, obligations, expenditures, forecasts, and required monthly and ad hoc reporting. Support development of program plans, quarterly reviews, budget justification materials, and Research and Development Descriptive Summaries (RDocs). Manage travel budget execution and tracking for ACO personnel, ensuring compliance with established thresholds and reporting requirements. Provide integrated program and administrative support including tasker tracking, calendar management, travel coordination, workflow management, and office operations support. Prepare briefing materials, reports, read-aheads, and executive-level documentation in support of leadership decision-making. Maintain organized document management systems across classified and unclassified environments and support logistics for meetings, workshops, program reviews, and events. Support acquisition lifecycle activities including BAAs, RFIs, solicitations, proposal tracking, and coordination across Program Managers, Contracts Management Office (CMO), and Office of General Counsel (OGC). Maintain acquisition templates, SOPs, and documentation repositories while identifying process improvements across acquisition workflows. Provide technical and programmatic support for R&D programs, including milestone tracking, transition planning, and engagement with external partners across government and industry. Develop transition documentation (MOAs, MOUs, and related artifacts) and support Program Approval Documents (PADs), Security Classification Guides (SCGs), and Program Completion Reports (PCRs). Conduct web-based research and analytical assessments using modern PC tools to support financial, technical, and programmatic decision-making. Apply creativity, foresight, and mature judgment to anticipate and resolve financial, administrative, and programmatic challenges in a high-tempo environment.RequirementsMinimum Qualifications: Bachelor's degree in Finance, Accounting, Economics, Business Administration, or related field. Minimum 6 years of experience in a financial analyst role, including tracking technical and financial milestones. Experience supporting federal government or defense acquisition programs. Experience conducting quantitative financial analysis, including evaluation of investment programs or financial data. Experience with financial tracking, budget execution, forecasting, and reporting. Demonstrated ability to perform web-based research and analysis using modern PC computer systems, tools, and applications. Preferred Qualifications: Prior experience supporting DARPA or other DoD Science and Technology organizations. Familiarity with DoD acquisition processes including MIPRs, BAAs, and program lifecycle management. Familiarity with R&D budget documentation and reporting. Experience supporting R&D portfolio management and program budgeting. Strong analytical, forecasting, and executive reporting skills. Experience working with senior government leadership in high-tempo environments. Security: Requires the applicant to possess and maintain an active security clearance for the position. Eligibility requirements include US citizenship. Physical Requirements:Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.
