Position Overview

The Senior Quality Assurance Manager – Campus Quality Program serves as the embedded quality program leader for a long-term, campus-wide healthcare construction program in northwest Arkansas. This is not a traditional individual contributor role. The person in this position functions as a quality program manager for a complex, multi-phase project environment spanning multiple building types and extended timelines—requiring the ability to architect systems, lead teams (formal and informal), and operate with equal fluency at the strategic and field level.

This role sits within Flintco's Construction Support Services (CSS) department within the Quality functional area, which provides centralized technical expertise to the company. The Sr. QA Manager will coordinate closely with CSS functional area leads, project Operations teams, and trade partners to ensure consistent quality program execution from preconstruction through closeout across a campus, that aligns with Flintco’s overall quality program and approach.

There is a strong likelihood this role will carry direct report responsibility as the campus program scales. Candidates should be equally comfortable building systems and developing people as they are conducting field inspections and driving trade partner accountability.

Core Responsibilities

Quality Program Management

  • Develop, implement, and manage the campus-wide quality management system (QMS) from preconstruction through facility turnover, aligned with Flintco’s overall Quality program and approach.
  • Establish and maintain project-specific quality plans (PSQP), inspection and test plans (ITPs), and submittal review processes across all building types on campus
  • Own the quality documentation system: non-conformance reports, corrective action tracking, lessons learned, and closeout deliverables
  • Integrate quality milestones into the project schedule in coordination with the Production Support team
  • Serve as the primary CSS quality interface for the project's Operations leadership team
  • Contribute technical expertise to constructability reviews, and lead campus constructability review activities, including resolution of issues identified from the review deliverables
  • Provide direct oversight and accountability for discipline-specific Quality Managers (e.g., Enclosure, MEP, Architectural), ensuring each develops trade-specific quality plans collaboratively with trade partners and holds them accountable to execution

Systems Thinking & Continuous Improvement

  • Design quality systems that are scalable and repeatable as new phases come online—not one-off solutions for individual buildings
  • Apply Lean principles (including Lean 2.0 methods) to evaluate and improve quality workflows, inspection processes, and trade partner coordination—implementing structured improvement cycles based on field observations and data
  • Build feedback loops between field observations, design teams, and CSS functional areas to prevent recurrence of quality issues

Trade Partner Oversight & Collaboration

  • Define and enforce quality standards for trade partner self-inspection programs
  • Lead pre-installation conferences and quality kickoff sessions for major scopes
  • Coordinate with specialty inspectors, testing agencies, and commissioning providers to sequence quality activities efficiently
  • Escalate and resolve quality non-conformances with appropriate urgency and documentation

Team Leadership & Development

  • Lead informal quality teams on-site, providing direction, mentorship, and feedback to QA staff embedded in the campus program
  • Identify stretch opportunities for team members, actively support their advancement, and hold development conversations as a regular practice—not an afterthought
  • Serve as a quality resource and coach for project Operations personnel, including Superintendents and Project Engineers
  • Manage formal direct reports as the campus quality team scales, following Flintco's talent review and development frameworks

CSS Integration & Cross-Functional Coordination

  • Work fluidly across CSS functional areas—drawing on VDC expertise for BIM-to-field quality verification and clash resolution, CFT capabilities for layout verification and reality capture documentation, and Production Support resources for schedule integration, Last Planner alignment, and workflow efficiency—treating these as interconnected services rather than separate handoffs
  • Participate in CSS talent reviews and service planning to ensure the campus program benefits from enterprise-wide technical depth, and provide field intelligence back to CSS leadership that improves how services are designed and deployed
  • Represent quality program performance in regular CSS leadership communications and monthly reporting
  • Contribute to governance and overall improvement of the Flintco company-wide quality program

Qualifications

Required

  • 8+ years of progressive construction quality management experience
  • Demonstrated experience managing quality programs on complex commercial vertical construction projects—healthcare, education, hospitality, or institutional preferred
  • Proven ability to develop and implement quality management systems, not just execute within existing ones
  • Experience overseeing trade partner quality programs and driving accountability in a general contractor environment
  • Strong systems thinker: can see both the 30,000-foot program view and the 500-foot field-level detail simultaneously
  • Experience with or demonstrated readiness to lead direct reports
  • USACE CQM-C certification or ability to obtain within 6 months

Preferred

  • Bachelor's degree in Construction Management, Architecture, Engineering, or a related AEC discipline—or equivalent years of field and program experience
  • Direct experience on healthcare facilities construction (acute care, medical office, or campus-scale programs)
  • Knowledge of multiple structural and envelope systems: concrete, steel, tilt-wall, curtain wall, roofing, MEP—breadth matters for a campus environment
  • Familiarity with Lean construction methodologies; Lean 2.0 exposure strongly preferred
  • Experience with quality documentation platforms (Procore, Exto, or equivalent) and integration with BIM/VDC workflows
  • LEED, ASHE, or other relevant specialty certifications
