Job Description:

Quality Manager

Parsons is looking for Quality Manger to join our team! In this role you will get to oversee the construction quality activities for Family Housing projects at Kwajalein Atoll, Marshall Islands.

This is an exciting design and self-performing construction project with unique logistical and weather condition challenges at U.S. Army Garrison-Kwajalein Atoll (USAG-KA), Republic of the Marshall Islands. The project involves design and construction of multiple dwelling units some of which will be modifiable for handicap accessibility. The project also includes design and construction of transformer vaults as required to serve the new residences.Prior experience with trade labor subcontractor support and US Army Corps of Engineers or other military construction projects will help you to be successful with this project.

***Must have ability to relocate andwork on long-term assignment at Kwajalein Atoll, Marshall Islands.***

What You'll Be Doing

  • Serve as the primary quality representative for the company on the USACE project, ensuring all construction activities meet contract specifications, USACE standards, and applicable regulations

  • Develop, implement, and manage the project-specific Quality Control Plan; maintain all quality control documentation and records in accordance with company and USACE requirements

  • Report directly to project management, providing regular updates on quality performance, non-conformances, and corrective actions; escalate quality issues promptly to ensure timely resolution

  • Lead and document all preparatory, initial, and follow-up quality control meetings; chair weekly QC meetings with project stakeholders and maintain detailed meeting minutes

  • Oversee and document daily inspections, material verification, and testing activities; ensure all work and materials conform to approved submittals and project specifications

  • Coordinate with project managers, superintendents, subcontractors, and USACE representatives to ensure alignment on quality standards and expectations

  • Maintain and update the project submittal log and other quality control reports; prepare and submit daily QC reports to project management

  • Possess the authority to stop work if quality issues are identified, and ensure that all deficiencies are tracked, addressed, and reported to project management

  • Support project closeout by compiling as-built documentation, warranties, and final quality records in accordance with contract requirements

What Required Skills You'll Bring

  • Bachelor's Degree in Engineering, Business or Quality discipline or related field (or equivalent work experience)

  • 10+ years of related work experience in the field of Quality, including 5+ years experience in management capacity.

  • Previous experience in a supervisory or lead capacity required.

  • Active Construction Quality Management (CQM) USACE certification or previous CQM with ability to quickly recertify is preferred.

  • Be certified to perform activities in one or more of the following areas (or subjects): Mechanical, Electrical, Plumbing, Instrumentation and Controls, Civil, Structural, Architectural, HVAC, Welding, Non-Destructive Examination, Receiving, and Special Processes.
