Position Description
Quality Enterprises is looking for a Marketing Manager to join our team. In addition to leading a high-performing marketing team, the Marketing Manager partners with executive leadership to establish long-term marketing objectives while overseeing proposal development, corporate communications, digital content development, marketing needs for employee engagement initiatives, and company branding. The role serves as a strategic advisor to senior leadership and ensures the company's marketing efforts align with its business development and operational goals. The Marketing Manager must be able to influence and collaborate effectively with cross-functional teams and manage workflows across multiple states within a distributed work environment.
Position Requirements
Essential Responsibilities:

Proposal and Pursuit Management
  • Direct all marketing support for the Company's public and private project pursuits.
  • Work with the Vice President to analyze competitors' positioning and recommend marketing strategies to improve win rates.
  • Oversee the preparation of proposals, presentations, design-builds, and other competitive procurement opportunities.
  • Assist the Vice President with the oversight of the entire proposal lifecycle, from opportunity evaluation through final submission.
  • Assist the Vice President with the development of proposal schedules, compliance matrices, assignments, and production timelines to ensure timely and accurate submissions.
  • Assist Project Managers with the facilitation of kickoff meetings by overseeing the efforts of the Marketing Team as they relate to these important meetings.
  • Ensure proposals clearly communicate the company's qualifications, technical expertise, value proposition, and differentiators.
  • Assist the Senior Proposal Writer with the content development and design of proposals, as needed, to keep proposal development on schedule.
  • Ensure all proposal materials comply with applicable public procurement regulations, client submission requirements, and confidentiality standards.
  • Thoroughly review proposal prior to submission to ensure accurate, well-designed content with consistent company branding.
  • Coordinate with Estimating and Operations to ensure proposal content accurately reflects project approach, schedule, and technical methodology.
  • Conduct quality assurance and quality control reviews to ensure compliance, consistency, and professional presentation.
  • Oversee the maintenance of the Company's marketing content library including resumes, project profiles, and boilerplate materials.

Content Development and Communications Management
  • Develop public relations strategies to enhance company visibility within the communities served.
  • Manage media relations and corporate announcements.
  • Coordinate press releases, project announcements, award submissions, and industry publications.
  • Serve as a key communications advisor during crisis management situations.
  • Manage the company website and digital marketing initiatives, including SEO, and social media.
  • Oversee digital analytics reporting, including website traffic, social media engagement, and content performance metrics.
  • Oversee all content development including project profiles, resumes, video and photo content, graphic design, and presentations.
  • Oversee the creation of all marketing materials for Quality Enterprises and her sister entities, Earth View and QE Concrete.
  • Work with the Marketing Team in a hands-on way by assisting with the development of creative content to ensure that departmental deadlines are met.
  • Plan and oversee all internal communications including newsletters, employee engagement initiatives, safety initiatives, and crisis communications, ensuring brand consistency across all corporate communications.
  • Ensure all communications comply with Company branding standards, confidentiality policies, and data security requirements.

Team Leadership
  • Supervise the day-to-day operations of the Company's Marketing Team
  • Establish departmental goals and performance metrics for each direct report.
  • Conduct regular performance reviews and support professional development for team members.
  • Ensure team compliance with Company policies, safety requirements, and ethical standards.
  • Mentor staff in proposal development, technical writing, branding, and communications.
  • Manage relationships with outside consultants, photographers, designers, printers, and marketing vendors.

Budget and Performance Management
  • Develop and manage the annual marketing budget.
  • Evaluate marketing tools, platforms, and software for effectiveness and recommend improvements.
  • Monitor marketing expenditures and proposal costs.
  • Track proposal success rates and marketing ROI.
  • Prepare reports for executive leadership on marketing performance and business development support.

Qualifications:
  • Bachelor's degree in marketing, communications, construction management, or a related field.
  • Master's degree preferred.
  • Minimum of 8 years of progressive experience in marketing, proposal management, or business development within heavy civil construction, civil engineering, or infrastructure industries.
  • Experience managing marketing operations in a multi-state or distributed workforce environment preferred.
  • Demonstrated success leading complex proposal efforts for public and private sector projects.
  • Experience managing multiple concurrent pursuits under aggressive deadlines.
  • Experience presenting to or advising senior leadership on marketing, branding, or pursuit strategy.
  • Expert knowledge of RFP, RFQ, and design-build proposal development.
  • Strong technical writing, editing, and proofreading skills.
  • Exceptional project management and organizational abilities.
  • Understanding of public procurement processes and construction contracting.
  • Knowledge of heavy civil construction methods, infrastructure projects, utilities, transportation, and municipal work.
  • Ability to interpret technical information and translate it into compelling client-focused content.
  • Demonstrated ability to collaborate effectively with cross-functional teams, including Operations, Business Development, HR, Safety, and IT.
  • Strong leadership, communication, and interpersonal skills.
  • Strong layout and design skills.
  • Experience facilitating pursuit strategy meetings and executive reviews.
  • Excellent attention to detail and commitment to quality.
  • Experience using Adobe Creative Suite (InDesign, Illustrator, Photoshop, Acrobat) to design visually appealing creative content.
  • Proficiency using Microsoft O365 applications.
  • Experience with project management tools preferred.
  • Ability to maintain confidentiality of sensitive business development and client information.
  • Ability to manage multiple deadlines in a fast-paced environment.
  • Must pass pre-employment drug test and background screening in accordance with applicable federal, state, and local laws.

Working Conditions and Physical Requirements:
  • Full-time leadership position based in the corporate office.
  • Occasional travel to client meetings, project sites, conferences, and industry events.
