Our client is prominent vendor for the Department of Veterans Affairs (VA), frequently winning contracts for emergency generator repairs, campus infrastructure upgrades, and facility maintenance.
They are seeking an experienced Quality Control Manager (QCM) to oversee the Contractor Quality Control (CQC) program for a federal construction project in Brooklyn, NY. The Quality Control Manager will be responsible for implementing and managing the project's Quality Control Plan, ensuring all construction activities comply with contract specifications, federal regulations, applicable building codes, and quality standards.
This individual serves as the primary point of contact for all quality-related matters and works closely with project management, subcontractors, government representatives, and inspection agencies to deliver a successful project.
Responsibilities:
• Develop, implement, and maintain the Contractor Quality Control (CQC) Plan in accordance with project requirements and FAR 52.246-12, Inspection of Construction.
• Manage and administer the Three-Phase Quality Control System, including Preparatory, Initial, and Follow-Up inspections for all definable features of work.
• Conduct daily quality inspections to verify compliance with contract documents, specifications, approved submittals, and applicable codes.
• Coordinate quality control activities with project management, subcontractors, testing laboratories, architects, engineers, and government representatives.
• Review construction drawings, specifications, shop drawings, RFIs, product data, and material submittals for compliance.
• Verify that materials, equipment, and workmanship meet project requirements before installation.
• Monitor subcontractor performance and ensure compliance with approved quality standards.
• Coordinate all required testing and inspections, including independent testing agencies and Special Inspections.
• Identify quality deficiencies, issue corrective actions, and verify resolution prior to continuation of work.
• Maintain complete project quality documentation, including daily reports, inspection records, testing logs, deficiency tracking, and quality control reports.
• Conduct punch list inspections, pre-final inspections, and final quality inspections.
• Participate in preconstruction meetings, coordination meetings, owner meetings, and project progress meetings.
• Maintain effective communication with the Owner, Contracting Officer, project team, and regulatory agencies.
• Ensure quality activities are properly documented throughout the life of the project.
Required Qualifications:
• Bachelor's degree in Construction Management, Civil Engineering, Architecture, or a related technical field, or equivalent construction experience.
• Minimum 5 years of construction quality control experience on commercial, institutional, healthcare, or federal construction projects.
• Thorough knowledge of Contractor Quality Control (CQC) procedures and federal construction quality standards.
• Experience administering the Three-Phase Control System.
• Strong understanding of construction methods, contract documents, specifications, and quality assurance processes.
• Experience coordinating inspections, testing agencies, and project closeout documentation.
• Ability to read and interpret construction drawings, specifications, and engineering documents.
• Strong organizational, leadership, and communication skills.
• Proficiency with Microsoft Office and construction management software.
• Preferred Qualifications
• Experience managing quality control on Department of Veterans Affairs (VA), USACE, NAVFAC, or other federal construction projects.
• OSHA 30-Hour Construction Certification.
• Experience with Procore, Bluebeam, Autodesk Construction Cloud, or similar project management platforms.
• Certified Construction Manager (CCM), Professional Engineer (PE), or Registered Architect (RA) credentials are a plus.
• Experience with commissioning, LEED projects, or specialized building systems.
Physical Requirements:
• Ability to walk active construction sites throughout the workday.
• Ability to climb ladders, work around construction equipment, and traverse uneven terrain.
• Ability to lift up to 25 pounds occasionally.
• Ability to work outdoors in varying weather conditions.
Work Environment:
• Full-time onsite position located in Brooklyn, NY.
• Daily interaction with project management, subcontractors, inspectors, testing agencies, and client representatives.
