ABOUT THE POSITION
Riverside University Health System - Medical Center is seeking a Senior Clinical Laboratory Assistant (CLA) located in Moreno Valley, CA.
The Senior CLA functions as a lead team member, performing a wide range of clinical laboratory and clerical duties, including phlebotomy, while providing guidance to other Clinical Laboratory Assistants. This position is based at the Riverside County Regional Medical Center and is responsible for overseeing daily lab operations to ensure efficient workflow. The Senior CLA redistributes tasks as needed, assists in onboarding and training new staff, and supports the laboratory leadership team in maintaining high standards of laboratory practice.
Ideal Candidates will have a Certified Phlebotomy Technician II license issued by the State of California Department of Health Services.

EXAMPLES OF ESSENTIAL DUTIES
• Reviews status of work flow and reassigns work assignments as required; assists in training subordinate staff.
• Draws blood from patients in the laboratory or on the wards to obtain samples for testing.
• Receives, logs and prepares blood and other specimens for testing and analysis by clinical laboratory staff; may prepare specimens for transport to reference laboratories.
• Records specimen analysis information on appropriate forms and in log books, distributes results to physicians and nursing personnel.
• Operates and performs quality control tests on selected automated clinical analyzers; prepares and maintains necessary records and reports, including monthly work load and quality control reports.
• Answers questions in person or by phone from physicians, nursing personnel, and others regarding procedures, scheduling, and results of tests.
• Maintains inventory of laboratory supplies and reorders as necessary; may prepare and inoculate bacteriological media.
• May stain and prepare slides for microscopic examination; may release blood from blood bank; may release bodies from hospital morgue.
MINIMUM QUALIFICATIONS
Education: Graduation from high school, or possession of a Certificate of Proficiency issued by the California State Board of Education, or attainment of a satisfactory score on a G.E.D. test.
License/Certificate: Possession of current and valid license as a Certified Phlebotomy Technician I issued by the State of California Department of Health Services.
Experience: One year of experience performing standardized laboratory assistance work, including preparing and processing laboratory specimens. (Coursework from an accredited college or university in chemistry, biology, physics, or other related life science fields, including at least one laboratory course, may substitute for the required experience on the basis of 12 semester or 18 quarter units one year.)
Knowledge of: Routine laboratory methods, procedures, and measurements; common laboratory terminology and equipment.
Ability to: Provide training and lead supervision to subordinates; draw blood from patients; perform standardized laboratory tests; perform basic arithmetic computations; keep accurate records; follow oral and written directions; establish and maintain effective working relationships.

BENEFIT PROGRAM: UPE

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
