Position Location
This position is located onsite in Linthicum, Maryland.
Job Overview
The incumbent is responsible for the quality management program and assures that subcontractors implement a quality control management program that meets contract requirements.
The Quality Control Manager (QCM) serves as the Contractor's designated representative responsible for implementation and management of the Contractor Quality Control (CQC) System in accordance with USACE, NAVFAC, and DoD requirements, including EM 385-1-1 and applicable UFC/UFGS specifications.
The QCM advises on changes and their implementation and provides training, tools, and techniques to enable others to achieve safe work practices and environments.
This position independently administers the quality control program and reports directly to the Program Manager.
The QCM has the authority to stop work, direct corrective actions, and coordinate the rework of non-conforming work to ensure compliance with contract documents, safety standards, and applicable codes.
This position has full responsibility for assuring performance objectives and identified standards are met.
Salary Range: 112,400 to 122,400
Responsibilities
Essential Duties:
  • Applies intensive and diversified knowledge of quality assurance principles and practices to a broad range of project assignments.
  • Develops, implements, and maintains the Contractor Quality Control (CQC) Plan in accordance with contract specifications and government requirements.
  • Develops, implements, and maintains a Quality Control and Safety program tailored to the contract and encompassing all facets of the operation.
  • Conducts and documents the Three Phases of Control (Preparatory, Initial, and Follow-Up inspections) for all definable features of work.
  • Completes necessary inspection reports and documentation required to support findings.
  • Inspects work in progress and finished work for discrepancies in accordance with the Quality Control Plan and contract requirements.
  • Manages and maintains project quality documentation including submittal logs, RMS/QCS (Resident Management System / Quality Control System), deficiency logs, and testing reports.
  • Assists in the preparation of project audit schedules, discipline activity plans for the QA function, and audit reports (internal and external), noting nonconformance and verifying effective corrective action.
  • Assists the Project Manager in developing an orientation program to ensure that project teams are familiar with the requirements of the Project Quality Plan.
  • Acts as a quality auditor and follows up on audit findings and corrective actions.
  • Reports all issues, problems, accomplishments, and results of inspections, meetings, and observations relating to performance of the contract to the Project Manager and Government representatives.
  • Coordinates with Government Quality Assurance Representatives (QARs), CORs, and inspectors to ensure compliance with contract requirements.
  • Reviews and approves subcontractor quality control plans, submittals, and testing procedures.
  • Plans and executes a wide variety of technical and administrative assignments; effectively communicates with department and project personnel regarding quality assurance policies and procedures.
  • Uses progressive work and educational experience to increase knowledge and improve expertise.
  • Performs related work as assigned.

Key Responsibilities:
  • Knowledge of generally accepted standards of workmanship in construction and maintenance of facilities.
  • Knowledge of federal construction quality standards, including USACE, NAVFAC, DoD, and applicable UFC/UFGS specifications.
  • Knowledge of Government contracting terminology and applications.
  • Knowledge of environmental and safety requirements relating to contractual obligations.
  • Knowledge of Three Phases of Control, submittal processes, and construction testing requirements.
  • Skill in the use of MS Office Suite at an intermediate level.
  • Skill in the use of RMS/QCS systems and construction management software platforms.
  • Ability to communicate effectively orally and in writing.
  • Ability to create and maintain a positive team atmosphere with effective interpersonal skills and the ability to work professionally with a variety of people and personalities.
  • Ability to effectively communicate, read, and write in English.

Job Requirements
Mandatory:
  • High School diploma or equivalent.
  • Minimum of 10 years of construction experience, with at least 5 years in a Quality Control Manager role on federal (USACE, NAVFAC, or DoD) projects.
  • Current OSHA 30-Hour Construction Safety Certification (within the last 5 years preferred).
  • Completion of the USACE/NAVFAC Construction Quality Management (CQM) for Contractors Course (valid within 5 years).
  • Demonstrated experience with Three Phases of Control and RMS/QCS systems.
  • Working knowledge of EM 385-1-1 Safety and Health Requirements Manual.
  • Ability to obtain and maintain the required intelligence community level clearance.
  • Valid driver's license with acceptable driving record.

Preferred
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • Professional certifications such as Certified Construction Manager (CCM), Certified Quality Manager (CQM), or OSHA 500/510.
  • Working knowledge of plumbing, carpentry, pipefitting, painting, and general construction activities.
  • Prior management experience.
  • Intelligence Community Security Clearance.
  • Experience with Primavera P6, Microsoft Project, or similar scheduling software.
