Reports to: Department Manager – Regional Quality Assurance

Status: Full- Time, Exempt

Position Overview

As a Project Manager for Construction Quality Assurance (CQA) at Bunnell-Lammons Engineering, Inc. (BLE), you will oversee comprehensive inspection, testing, and compliance programs on complex and active construction projects. In this critical role, you will ensure that all materials, workmanship, and processes adhere to contract documents, specifications, applicable codes, and industry best practices.

You will provide decisive leadership and advanced technical expertise, managing teams of inspectors and technicians while coordinating with contractors, design professionals, owners, and other stakeholders. Your responsibilities include monitoring construction activities, proactively resolving quality issues, and verifying that projects meet the requirements of the contract drawings, technical specifications, and CQA Plan.

You will review quality assurance documentation, such as geosynthetics manufacturer quality control test results, soil laboratory and field test results, contractor submittal data, daily field reports developed by technicians in the field, and construction progression. Additionally, you will prepare project status updates for communication to the project owner, geosynthetics assignment letters for conformance testing by a geosynthetics laboratory, geosynthetics review and recommendations of acceptance or rejection of the material based on test results, construction progress meeting minutes for distribution to the construction team, and a final construction quality assurance report, documenting and certifying the construction of the project was completed in accordance with the requirements of the site’s CQA Plan. This role demands strong leadership, a proactive approach, and a commitment to upholding the highest standards of quality and compliance throughout every phase of the project.

Minimum Job Qualifications
  • Bachelor’s degree in Construction Management, Civil/Construction Engineering, or related field (preferred).
  • Proven proficiency and experience in earthwork quality control, construction, inspection, or testing.
  • Minimum 5 years’ experience in project management.
  • Expertise in International Building Code (IBC), ASTM, ACI, DOT, and applicable municipal standards.
  • Broad knowledge of construction processes, including earthwork, concrete, asphalt, masonry, structural steel, and foundations.
  • Strong technical report writing and documentation skills.
  • Proficiency in MS Office.
  • Ability to travel for site visits, manage multiple sites, and make critical decisions under pressure.

  • Ensure inspection and testing activities meet ASTM, ACI, DOT, and other applicable standards.
  • Review daily inspection reports and testing data for completeness, accuracy, and compliance.
  • Issue and track non-conformance reports, ensuring corrective actions are implemented effectively.
Client & Stakeholder Coordination
  • Serve as primary point of contact for quality assurance issues with clients, contractors, design professionals, and owners.
  • Facilitate regular communication regarding quality performance, progress, and resolution of issues.
  • Represent BLE at project meetings, providing expert updates on quality control matters.
  • Collaborate with cross-functional teams to resolve complex issues quickly and effectively.
Team Leadership & Development
  • Supervise, mentor, and train inspection teams to uphold BLE’s quality standards.
  • Promote a culture of accountability, safety, and technical excellence.
  • Support staff professional development through training, certifications, and knowledge sharing.
  • Monitor team performance and provide constructive feedback to improve efficiency and accuracy.
Technical Consulting
  • Provide expert advice to project teams on quality control requirements, testing protocols, and compliance strategies.
  • Recommend process or design changes to enhance quality and performance.
  • Serve as a resource for interpreting codes, testing standards, and compliance requirements.
Mentorship & Leadership
  • Cultivate leadership skills within the inspection team to develop future technical leaders.
  • Provide guidance and support in challenging technical or compliance situations.
  • Promote knowledge sharing across teams to strengthen organizational expertise.
Technical Expertise
  • Maintain advanced knowledge of construction materials, testing methods, and industry trends.
