Responsibilities
Noblis is seeking Quality Assurance Specialists to join our team, providing professional services to the Federal Aviation Administration (FAA). This role supports the Air Traffic Systems and Surveillance Systems directorates within the FAA's Program Management Organization. The Quality Assurance Specialist will develop and implement quality control methodologies to ensure compliance with standards and procedures, focusing on software and hardware evaluation throughout the development lifecycle. Quality Assurance Specialists will support a variety of programmatic and functional elements across automation, communications, navigation, and surveillance portfolios in sustainment or as they progress through the FAA Acquisition Management System (AMS) lifecycle.
Responsibilities
  • Develop and implement quality control methodologies to ensure compliance with quality assurance standards, guidelines, and procedures in a complex, computer-based environment.
  • Define quality characteristics, including metrics, scoring parameters, and resource needs for effective quality control.
  • Establish and maintain processes for evaluating hardware, software, and associated documentation, participating in reviews at key stages of the development life cycle.
  • Assist in the development and enhancement of software quality assurance processes, including creating and refining testing methodologies.
  • Devise appropriate tests for evaluating, debugging, and verifying the accuracy and reliability of systems and equipment against specifications.
  • Execute quality assurance and test procedures, investigating problems, and developing effective solutions to maintain high standards.
  • Support continuous improvement initiatives for monitoring, measuring, and evaluating Technical Performance Measurements (TPMs) and Key Performance Indicators (KPIs).
  • Perform QA activities to validate testing events and ensure that final outputs align with requirements and production reliability.
  • Report malfunctions, bugs, and errors to management for prompt resolution.
  • Create, review, and maintain Quality Assurance Plans (QAPs) and Software Quality Assurance Plans (SQAPs) in coordination with program and technical stakeholders.
  • Manage quality reports and documentation using Digital Engineering tools like Confluence and JIRA.
  • Apply ISO-9001 quality principles and best practices to assess and resolve process and procedural issues, ensuring client satisfaction.

Required Qualifications
  • Proven experience in quality assurance, preferably within software and systems engineering environments.
  • Strong understanding of quality control principles, including ISO-9001 standards.
  • Experience with testing methodologies and tools, and familiarity with Agile Management environments such as Confluence and JIRA.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to work effectively across multidisciplinary teams and manage quality documentation.
  • Experience in software and hardware evaluation in a regulated environment.
  • U.S. Citizen or Green Card Permanent Resident who has resided in the U.S. for 3+ years
  • Travel will vary per project. Must be able to travel as required by the project.
  • Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.

Educational and Experience Requirements
Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.
Senior-level
  • Minimum of 15 years with Bachelor of Science degree in Computer Science, Electrical Engineering or Information Systems or related field is required.
  • 5 years of relevant experience may be substituted for the bachelor's degree.
  • Master's degree or MBA in related field may be substituted for Bachelor's degree and 3 years' experience.
  • PhD in related field may be substituted for bachelor's degree and 7 years' experience.
  • Compensation Ranges: $103,950 - $240,350

Mid-level
  • Minimum of 10 years with Bachelor of Science degree in Computer Science, Electrical Engineering or Information Systems or related field is required.
  • 5 years of relevant experience may be substituted for the bachelor's degree.
  • Master's degree or MBA in related field may be substituted for Bachelor's degree and 3 years' experience.
  • PhD in related field may be substituted for bachelor's degree and 7 years' experience.
  • Compensation Ranges: $85,950 - $149,200

Junior-level
  • Minimum of 2 years with Bachelor of Science degree in Computer Science, Electrical Engineering or Information Systems or related field is required.
  • 5 years of relevant experience may be substituted for the bachelor's degree.
  • Master's degree or MBA in related field may be substituted for Bachelor's degree and 3 years' experience.

  • Compensation Ranges: $53,280- $123,300

Desired Qualifications
  • Demonstrated Verification and Validation (V&V) experience in an aviation or aerospace environment.
  • Knowledge of FAA standards, methods, and procedures including Systems Engineering (SE) and Test and Evaluation (T&E).
  • Ability to drive continuous improvements in quality processes
  • Providing current support to FAA ATEPS II (air traffic engineering program support)
  • FAA Experience within the past 12 months
  • Current FAA suitability

Locations may vary depending on location of the project. Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
