About this Job
Jefferson Parish Human Services Authority (JPHSA) is a Local Governing Entity (LGE) created by the Louisiana Legislature in 1989. JPHSA is responsible for the management and operation of behavioral health and developmental disability Services in Jefferson Parish. JPHSA provides fully integrated primary and behavioral healthcare services through its JeffCare program.
The Developmental Disabilities Community Services (DDCS) Division provides services and supports to assist individuals with intellectual and/or developmental disabilities with living in the least restrictive environments and participating as fully as possible within their communities. The Program Monitor (Quality Assurance Specialist) implements and coordinates quality enhancement activities for Home and Community-Based Waiver (HCBW) and state-funded services at JPHSA. The incumbent must coordinate the quality assurance requirements of the HCBW and state-funded services in Jefferson Parish in an inclusive and collaborative manner
Minimum Qualifications
Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor's degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties
As a Quality Assurance Specialist, you will,
  • Participate in developing, implementing, and evaluating the comprehensive system of quality enhancement activities for HCBW services in compliance with federal law and reporting requirements
  • Collaborates with families, stakeholders, support coordination agencies, and direct service providers to determine the effectiveness of delivery of HCBW services
  • Implements private support coordination and direct service provider monitoring, including on-site and record audits to validate compliance with state and federal requirements
  • Collects data/information related to service delivery; produces reports on the data findings, including trends; and facilitates data review teams to analyze and respond with recommendations for quality enhancement efforts
  • Participates in developing a comprehensive system of quality enhancement activities for state-funded services in compliance with state law and reporting requirements
  • Collects data /information related to service delivery; produces reports on the data findings, including trends; and facilitates data review teams to analyze and respond with recommendations for quality enhancement efforts

Work Schedule: Flexible work hours that may be outside of the traditional 8:00 am to 4:30 pm, Monday - Friday, schedule dependent on job duties.
