Reports to: Environmental Remediation Program Manager

Bhate Environmental Associates, Inc. (www.bhate.com) is seeking to fill a position for an Environmental Remediation Project Manager in Birmingham, AL. The Environmental Remediation Project Manager will report to the Environmental Remediation Program Manager. This candidate will support Optimized Remediation Contracts (ORCs).

Job Duties and Responsibilities:

  • Manage project financial performance including labor forecasts, subcontractor management, change orders, earned value, and monthly financial reporting.
  • Ensure compliance with contract requirements, quality management systems, and health and safety procedures.
  • Mentor junior engineers, geologists, and scientists through technical review, field oversight, and career development.
  • Manage Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) investigation and remediation projects from project planning through project closeout.
  • Develop and maintain project schedules, budgets, staffing plans, and risk management strategies.
  • Coordinate directly with Department of Defense (DoD) project contacts, regulators, subcontractors, and client representatives.
  • Lead preparation and review of technical documents such as:
    • Work Plans
    • Uniform Federal Policy for Quality Assurance Project Plans (UFP-QAPPs)
    • Sampling and Analysis Plans
    • Remedial Investigation/RCRA Facility Investigation (RFI) Reports
    • Feasibility Studies/Corrective Measures
    • Decision Documents
    • Remedial/Corrective Measures Design packages
    • Operations & Maintenance (O&M) reports
    • Long-Term Monitoring reports
  • Evaluate site data, update Conceptual Site Models (CSMs), and develop technically sound recommendations for investigation and remediation.
  • Manage field implementation including drilling, well installation, groundwater sampling, remediation system construction, startup, optimization, and performance monitoring.
  • Identify opportunities to improve project efficiency through optimized investigation strategies and remedial technologies.
  • Support proposal preparation including technical approaches, basis of estimate development, staffing plans, cost estimating, and client presentations.
  • The candidate will be considered more favorably if he or she has a PG or PE in the state of South Carolina or be able to obtain reciprocal license in South Carolina within 6 months.

Knowledge, Skills, and Abilities:

  • Effective oral and written communication skills, including technical writing and Microsoft office software, including Microsoft Project.
  • Creative problem-solving skills.
  • Working knowledge of environmental sampling, High Resolution Site Characterization (HRSC), remedial design, O&M of remediation systems, groundwater monitoring well placement and installation, and other environmental activities.
  • Working knowledge of RCRA and CERCLA. Working relationship with South Carolina Department of Environmental Services (SCDES) is favorable.
  • Familiarity with risk assessment, groundwater monitoring, and performance models.
  • Ability to manage multiple projects or tasks simultaneously.

Minimum Requirements:

  • Bachelorโ€™s degree in a science such engineering, geology, hydrogeology, biology, chemistry or similar with professional registration where appropriate.
  • 10 yearsโ€™ experience with environmental characterization or remediation work; 5 or more managing environmental investigation and remediation projects.
  • Demonstrated experience managing federal environmental remediation projects for agencies such as Air Force Civil Engineer Center (AFCEC), USACE, Naval Facilities Engineering Systems Command (NAVFAC), Environmental Protection Agency (EPA), or other federal clients.
  • Management of projects under RCRA and CERCLA and experience optimizing sampling programs and remedial actions/systems.

Qualifications:

Candidates should have strong environmental investigation and remediation background, with proven experience designing remedies, evaluating and updating conceptual site models, implementing contingent actions, communicating with public and clients, solving problems, working alone or with a team, time management of self and others, and positive and collaborative work performance. The candidate will be required to travel to support the project and team located in South Carolina, primarily. The Environmental Remediation Project Manager will have proven experience running quality environmental projects within budget and on time, experience mentoring and managing direct reports, and a working knowledge of Federal Government environmental project requirements.   • Must have or be able to obtain OSHA 40-Hour HAZWOPER training, CPR and Adult First Aid.
  • Ideal candidate is in the South Carolina area or willing to relocate.

Job Type: Full Time

  • The candidate will be considered more favorably if he or she has experience with Department of Defense (DoD) contracting and/or ORCs under the Air Force Civil Engineer Center.
  • Travel is typically 15โ€“25%, depending on project workload, and generally consists of short-duration site visits with occasional field mobilizations of one to two weeks.
