Public Consulting Group (PCG) is seeking experienced User Acceptance and System Testers to support software implementation, modernization, and digital transformation projects across public sector organizations. Working in Agile and hybrid delivery environments, the System Tester plans, designs, executes, and documents testing to verify that solutions meet business, functional, technical, data, integration, and operational requirements. The role collaborates with business analysts, developers, project managers, subject matter experts, vendors, and client stakeholders to validate system functionality, data integrity, interfaces, integrations, and end-to-end business processes.

Duties and Responsibilities
  • Create, prepare and deliver test scenarios, test strategies, reviews and test data while adhering to business process and test standards.

  • Conduct user acceptance testing on technical work items delivered for the business

  • Provide detailed description of scenarios that failed

  • Verify and validate business requirement against business process

  • Report defects in test management tool and manage them throughout their lifecycle

  • Determine if assigned scenarios pass or fail and record findings

  • Partner with the business to engage and lead transparent testing efforts.

  • Author complex test scenarios, test cases and test scripts.

  • Partner with testing team and business to select test scripts and regression test scripts to represent business process.

  • Perform complex test data conditioning, regression testing and testing validation.

  • Support the User Acceptance Testing as part of the end-to-end process of seeing requirements through to completion

  • Apply medium to advanced testing tool knowledge to efforts.

  • Learn PPL customized system and remain up to date on system functionality and features

Test Planning and Execution
  • Design, develop, and maintain test cases, test scenarios, and test scripts based on business requirements, user stories, technical specifications, interface documentation, and process workflows.

  • Execute functional, system integration, regression, and user acceptance testing activities.

  • Confirm that test results demonstrate compliance with applicable business, technical, and operational requirements. Ensure traceability between requirements, test cases, execution results, and defects.

  • Prepare, manage, and execute test data required to support testing activities and business scenarios.

  • Participate in sprint-based testing and support iterative software delivery processes.

Integration and Interface Testing
  • Execute testing activities that validate integration and data exchanges between applications, platforms, vendors, and external partner systems.

  • Verify the successful transmission, receipt, processing, and reconciliation of system transactions and data exchanges.

  • Perform end-to-end testing across multiple systems to confirm that transactions, data, and business workflows operate successfully from initiation through completion. Review and analyze interface specifications, data mappings, business rules, and integration requirements.

  • Record integration test results, reconciliation outcomes, identified discrepancies, and supporting evidence. Coordinate with project teams, vendors, and stakeholders to validate expected integration behavior and resolve issues.

  • Support testing of APIs, web services, file-based interfaces, and other system-to-system integrations, as applicable.

Defect Management and Quality Assurance
  • Identify, document, prioritize, and track software defects using approved testing and defect management tools.

  • Create clear, detailed, and actionable defect reports, including reproduction steps, expected results, actual results, and supporting evidence.

  • Participate in defect triage and support root cause analysis activities.

  • Retest resolved defects and verify successful issue resolution.

  • Monitor testing progress and communicate quality risks to project leadership.

Test Data Validation
  • Validate data integrity, processing accuracy, and expected system behavior across business workflows.

  • Verify data consistency across integrated applications and downstream systems.

  • Analyze testing results to identify discrepancies, processing errors, or integration failures.

  • Reconcile source, transmitted, processed, and downstream data to confirm completeness and accuracy during system testing.

Collaboration and Communication
  • Work closely with cross-functional project teams, including business analysts, developers, architects, project managers, vendors, and client stakeholders. Participate in Agile ceremonies, testing reviews, planning sessions, and status meetings.

  • Communicate testing progress, risks, blockers, and quality concerns clearly and proactively to project teams and leadership.

  • Explain the business impact, urgency, and resolution status of technical testing issues in language appropriate for nontechnical stakeholders.

  • Support continuous improvement of testing processes, standards, and documentation.

Required Skills
  • Experience planning and performing functional, system, integration, regression, and user acceptance testing, including the creation and execution of test plans, test cases, scenarios, and scripts.

  • Experience identifying, documenting, prioritizing, and tracking defects using test management and defect tracking tools.

  • Strong understanding of software development lifecycle (SDLC) and testing methodologies.

  • Ability to analyze requirements, technical specifications, workflows, and business processes.

  • Excellent written and verbal communication skills.

  • Must be located in one of the following states: AZ, NV, OR, WA, MT, CO, NM, HI

  • Bachelor's degree in Information Technology, Computer Science, Business, or a related field, or equivalent professional experience.

  • 3+ years of systems/application testing, or systems/application quality assurance experience

  • Experience performing interface, integration, and end-to-end business process testing, including validation of data exchanges between internal and external systems.

  • Knowledge of common integration patterns and technologies, including APIs, web services, file-based transfers, batch processing, and system-to-system interfaces.

  • Experience reviewing interface specifications, data mappings, and integration requirements.

  • Experience with requirements traceability and test coverage management.

  • Familiarity with testing governance, quality assurance frameworks, and structured testing methodologies.

  • Experience supporting large-scale system implementation or modernization projects.

  • Experience working in public sector, health and human services, workforce development, education, tax, licensing, labor, or benefits administration environments.

Working Conditions

This position is hybrid with travel/onsite requirements. To be successful at PCG, you must:

  • be available during your set working hours

  • have a safe, private, and distraction-free environment in which to complete your work, and

  • be able to give your full attention to the completion of your PCG job duties
