GC Associates requires a Quality Assurance Analyst to provide support to the Deputy Assistant

Secretary of War (DASW) for Health Services and Policy Oversight (HSP&O) and the

Director, Defense Health Agency (DHA). The primary responsibility is to conduct a comprehensive assessment of the existing Disability Evaluation System (DES) Quality Assurance Program (QAP) and develop a structured Course of Action (COA) to establish a sustainable, enterprise-wide QAP. This role will architect and guide the implementation of a proactive internal control system that supports enterprise governance, reduces variance, and ensures compliance and audit readiness.

DUTIES AND RESPONSIBILITIES:

The Quality Assurance Analyst must have experience in and be able to complete all functions of the position while under minimal to no supervision in the following areas:

  • Assess the current DES QAP to identify systemic risks, deficiencies, and compliance gaps in relation to Section 524 of Fiscal Year (FY) 2013 National Defense Authorization Act (NDAA) requirements, Department of Defense Manual (DoDM) 1332.18, Volume 2, and federal internal control standards.
  • Assess and modify a formal, enterprise-level QAP framework that functions as a structured internal control system, defining governance structures, oversight authorities, and standardized review methodologies.
  • Develop and recommend enterprise performance metrics, risk-tiered reporting mechanisms, and executive dashboards to provide leadership with clear visibility into quality trends and systemic operational risks.
  • Develop and recommend standardized case review protocols, evaluation criteria, and calibration procedures to ensure consistent application of policy and reduce decision variance.
  • Recommend QAP policy updates; author and maintain standard operating procedures (SOPs), checklists, and training materials required to institutionalize the modernized QAP.
  • Initiate and maintain engagement with Quality Assurance points of contact and stakeholders within each Military Department.
  • Review program performance against established goals and other indicators determined by the appropriate government employee.
  • Draft, gain approval of, and facilitate the distribution of a quarterly QAP report on a date established by the government lead.
  • On a routine and recurring basis, provide staff support and analyses for the annual QAP Report.

REQUIRED SKILLS AND QUALIFICATIONS FOR THE POSITION:

Education: Bachelor's degree or higher in computer science, math, or science

Experience:

  • Demonstrated subject-matter expertise in the DoD DES, including deep familiarity with Section 524 of FY13 NDAA, DoDM 1332.18, Volume 2, and Medical/Physical Evaluation Board workflows.
  • At least five (5) years of related experience, including extensive experience in designing, developing, and implementing enterprise-level Quality Assurance programs and internal control frameworks within a federal or DoD environment.
  • Proven ability to develop governance-based oversight systems, standardized review protocols, performance metrics, and executive-level reporting.
  • Strong knowledge of audit readiness principles and quality monitoring frameworks.
  • Exceptional organizational skills, with the ability to analyze complex programs, identify structural deficiencies, and develop a clear, actionable COAs for programmatic improvement.
  • Strong technical writing and communication skills, with the ability to interact effectively with diverse stakeholders and work collaboratively in a team environment.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
