Overview

Lynker Corporation is seeking a Database and Applications Developer to support NOAA Fisheries' SEFSC, Population & Ecosystems Monitoring Division (PEMD), and Southeast Area Monitoring and Assessment Program (SEAMAP). This proposed role will support an enterprise data management initiative focused on centralizing scientific and administrative data, developing database architecture, creating automated data pipelines, and building secure applications for NOAA staff and external partners. *Hiring for this position will be contingent on contract award.

The SEFSC Population & Ecosystems Monitoring Division conducts large-scale fishery-independent surveys and applied research supporting stock assessments, ecosystem-based fisheries management, and protected species management. This position will support the modernization and integration of scientific data currently distributed across legacy platforms, file formats, databases, and isolated data environments.

ResponsibilitiesDuties of the Database and Applications Developer will include the following:
  • Bring together scientific and administrative data currently distributed across legacy platforms, file formats, and isolated data environments.
  • Build data pipelines to centralize plankton and groundfish survey data.
  • Design database architecture to house centralized survey data.
  • Develop front-end applications that allow internal NOAA staff and external partners to securely manage and validate data.
  • Analyze disparate data sources, including flat files, .db3 files, Access databases, legacy SQL databases, and APIs.
  • Design automated extract, transform, and load (ETL) workflows to migrate data into a centralized Oracle Enterprise environment.
  • Develop parsing algorithms to address inconsistent data formats and maintain data integrity during migration.
  • Implement data validation rules to identify anomalies during data ingestion.
  • Design and maintain normalized relational database schemas supporting complex fisheries survey and oceanographic data structures.
  • Optimize database performance using indexing, partitioning, and query tuning.
  • Ensure adherence to federal data security standards and personally identifiable information (PII) protection protocols.
  • Develop a user-friendly internal web application allowing NOAA staff to input, query, and edit live data records.
  • Create a secure portal allowing external partners to view and input data and propose edits.
  • Engineer a staging-and-commit workflow in which proposed external edits are held for review and do not affect the production database until approved by the Database Manager or appropriate data steward.
  • Support data analyses and prepare data summaries.
  • Assist with development of data reports, publications, and presentations as needed.
  • Follow SEFSC publication procedures before publication of abstracts or manuscripts.
  • Participate in public outreach and education efforts as needed.
  • Prepare for and potentially present, facilitate, or participate in workshops, scientific meetings, symposiums, and public forums.
QualificationsThe Database and Applications Developer should have the following:
  • Master of Science degree in Computer Science, Information Systems, Engineering, or a related field of study; or
  • Bachelor of Science degree in Computer Science, Information Systems, Engineering, or a related field of study plus five years of relevant experience.
  • Ability to translate real-world scientific processes into logical and physical data models, including Entity-Relationship Diagrams.
  • Ability to write complex stored procedures, triggers, and packages using PL/SQL to support business logic and edit-approval workflows.
  • Knowledge of implementing Role-Based Access Control (RBAC) to differentiate user and access requirements.
  • Skill in preparing technical documentation, data dictionaries, and user manuals.
  • Expert-level proficiency with Oracle RDBMS 12c/19c or later.
  • Proficiency with Oracle Application Express (APEX) is highly desired; alternatively, proficiency with Java/Spring Boot, Python/Django or Flask, or .NET.
  • ETL and scripting proficiency using Python, including Pandas and NumPy; PL/SQL; Informatica; or FME.
  • Front-end development proficiency using HTML5, CSS3, JavaScript, and AJAX techniques for responsive user interfaces.
  • Experience with Git, GitHub, or GitLab for version control.
The ideal Database and Applications Developer will have the following preferred qualifications:
  • Knowledge of PostgreSQL or SQL Server.
  • Documented experience working with geospatial data, including GIS, Oracle Spatial, or ArcGIS.
  • Documented experience in database development and administration.
  • Documented experience building workflows incorporating approval gates and audit trails.
  • Ability to communicate with fisheries scientists to understand their data requirements and translate those requirements into technical specifications.
  • Previous experience supporting NOAA or other federal agencies.
Work Environment

The position is based at the SEFSC Laboratory in Pascagoula, Mississippi. The contractor may also be required to work aboard NOAA ships, charter vessels, and/or small boats to support required duties and responsibilities.

Facility access is generally available from 6:00 a.m. to 6:00 p.m., Monday through Friday. Work is generally performed five days per week and does not normally exceed 40 hours per week. Work outside normal operating hours and overtime may be required in connection with at-sea surveys and other field-based activities and must be authorized in accordance with contract requirements.

Domestic and international travel may be required for or in support of at-sea surveys, project-related workshops, and working group meetings.
