Our core expertise includes project controls, cost management, scheduling, budget development, forecasting, estimating, document management, risk analysis, change management, earned value management (EVM), and claims avoidance. We partner with leading public agencies and utility clients to successfully deliver complex, high-value construction projects from planning through completion.


PM2CM is seeking a Project Controls Specialist or Senior Project Controls Specialist to support major electrical utility infrastructure projects throughout the Metro Los Angeles area.

This is an exciting opportunity to contribute to large-scale, multi-year capital programs that help modernize California's electric grid while working alongside experienced Project Managers, Engineers, Construction Managers, and Project Controls professionals.


Depending on your qualifications and experience, you will be considered for either the Project Controls Specialist or Senior Project Controls Specialist level.


This position follows a hybrid work schedule, with three days working remotely and two days on-site at the office or project locations, depending on project needs.


What You'll Do


As part of the Project Controls team, you will partner with Project Managers, Engineering, Construction, Finance, and Leadership to monitor project performance and provide meaningful financial insights.


Responsibilities include:


  • Develop, maintain, and analyze project budgets, baselines, forecasts, expenditure plans, and cost reports.
  • Support cost control activities across multiple electrical utility capital projects.
  • Monitor budgets, actual costs, commitments, and forecast expenditures while identifying cost trends and potential risks.
  • Perform variance analysis and explain budget overages, underruns, and forecast changes.
  • Prepare monthly financial reporting packages for project leadership and executive management.
  • Conduct cost, schedule, and risk analyses to support project decision-making.
  • Develop dashboards and reports using Power BI and Excel to improve project visibility.
  • Extract, clean, validate, and analyze financial data from SAP, SharePoint, Excel, and other enterprise systems.
  • Support change management activities by evaluating project impacts and updating change management documentation.
  • Partner with Project Managers to review project scope, schedules, budgets, commitments, and financial performance.
  • Support portfolio reporting across multiple concurrent capital projects.
  • Recommend process improvements and automation opportunities using Excel, Python, SQL, and Power BI.


Minimum Qualifications


  • Bachelor's degree in Finance, Business, Data Analytics, Construction Management, Engineering, Mathematics, or a related field (or equivalent combination of education and experience).
  • 5+ years of experience in Project Controls, Cost Controls, Construction Management, Project Management, Scheduling, or Capital Projects.
  • Strong experience with Microsoft Excel, including advanced formulas, PivotTables, Power Query, and data analysis.
  • Experience using SAP or similar ERP systems.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple projects simultaneously in a fast-paced environment.


Preferred Qualifications


Candidates with one or more of the following are highly encouraged to apply:


  • 7+ years of Project Controls or Cost Controls experience
  • Utility, electrical, transmission, distribution, or substation construction experience
  • Power BI dashboard development
