DEPARTMENT: REGULATORY POLICY AND RATES

STARTING SALARY: $70,100-$95,774      Salary is commensurate with experience.     

EDUCATION:

  • Bachelor's degree in in statistics, mathematics, engineering, computer science, economics or management of information systems and successful completion of Data Analytics certification required.
  • **Master's degree in business analytics or an advanced computer programming field, statistics, mathematics, engineering, computer science, economics, or management of information systems preferred.

EXPERIENCE:

  • 0-3 or more years of experience

The ideal candidate will have:

  • Industry knowledge relative to supporting data analytics processes. Demonstrated skills in Power Bi including dashboarding, R (R Studio, ggplot, tidyverse), and data modeling is required. Experience using Oracle, Excel, and SQL. Practiced knowledge of data mining, machine learning, statistics, and the ability to functionalize findings for internal customer use. Experience developing and deploying analytics solutions on a cloud platform.
  • Experience extracting and managing both structured and unstructured data from multiple sources. Ability to guide colleagues in the appropriate techniques from various systems. Must be able to troubleshoot and resolve errors when performing systematic updates. Demonstrated ability to research new technology and develop business cases to support enterprise wide business intelligence solutions

 MINIMUM KNOWLEDGE, SKILLS & ABILITIES: 

  1. Develop, test, validate and refine models to optimize customer experiences, revenue generation, operational effectiveness, marketing success and other business outcomes.
  2. Ability to assist in the development and execution of a strategic plan to advance the utilization and acceptance of data analytics with minimal or no supervision
  3. Must possess advanced Business Intelligence skills.
  4. Lead analytics workstream on one or more projects at a time
  5. PowerBI and SQL for accessing and wrangling data experience required.
  6. Understanding of relational database management systems (RDBMS), data modeling, and data warehousing
  7. Using business intelligence tools, create dashboards, visualizations and/or other advanced analytics reports to adequately tell the business narrative and offer recommendations that are practiced, actionable, and have material impact, in addition to being well supported by analytical models and data
  8. Understanding of and ability to use programming languages for analytics modeling, like Python, R or SAS.
  9. Assist in the development of data warehousing solutions
  10. Ability to evaluate new system capabilities to determine a fit within the existing platform
  11. Ability to push conventional thinking to drive change and innovation
  12. Effective verbal and written communication skills
  13. Ability to research and prepare written reports, analyze and interpret data
  14. Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
  15. Ability to maintain a strong sense of propriety concerning confidential matters.
  16. Knowledge of computerization techniques for problem solving and data analysis required.
  17. Ability to assist in performing the peak load, energy sales, and customer forecasting function, analyzing information, preparing forecast reports and meeting deadlines is required.
  18. Must have a demonstrated a willingness to share technology and specialized knowledge with other members of the Load Research and Data Analytics team.
  19. Ability to attend training seminars and classes, both in-town and at out of town locations required.

ESSENTIAL JOB FUNCTIONS:      

  1. Responsible for leading the design and support of BI applications and architecture utilizing Microsoft Power BI.
  2. Responsible for project workstreams and participate in multidisciplinary analytics project teams. Interview subject matter experts, plan and conduct individual interviews with experts to gain valid information and data needed for analysis and process improvement.
  3. Collaborate with business leaders to identify, track, and share key metrics
  4. Manage the mining of various large data sets for actionable insights and trends through the development of metrics, dashboards, and deep dive analysis.
  5. Locate new data sources, analyze statistics, and implement quality procedures. Find new uses for existing data sources.
  6. Leverage tools like R, Power BI, Python, , and SQL to conduct statistical modeling.
  7. Identify gaps and process improvement opportunities and present solutions to standardize, partnering with IT to design and implement solutions.
  8. Craft and construct visually engaging, creative, and easy-to-use data delivery solutions including dashboards, scorecards, infographics, and reports that enable users to be more productive and better informed
  9. Knowledge of statistical techniques and concepts (regression, descriptive statistics, statistical tests, and proper usage, etc.)
  10. Prepares, audits, and coordinates monthly, quarterly, and annual reports, schedules, and exhibits.
  11. Prepares schedules consistent with regulatory filing requirements.
  12. Prepare testimony and exhibits for self and/or EPE witnesses, regulatory filing requirements and associated responses to requests for information.
  13. Coordinates acquisition and maintenance of financial, load research and cost-of-service data.
  14. Interprets the Company's tariffs, and instruct others of their need, use, and applicability.
  15. Designs rates for existing and proposed rate classes.
  16. Calculates jurisdictional and class revenue requirements.
  17. Performs jurisdictional and class cost of service studies.
  18. Performs short term and long-term revenue projections and variance analysis.
  19. Performs research and analysis resulting in applicable rate structures, which comply with regulatory mandates and Company objectives and anticipated effects of implementation.
  20. Assists with special projects as required.
  21. Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
  22. Conduct data analyses supporting weather normalization of energy sales, derivation of load factors and calculating demand components.
  23. Lead in the development of programming code to automate internal and external reporting requirements.
  24. Assist in review and audits to ensure accurate data, reports, schedules and presentations.
  25. Perform other related tasks that are not included above but are within the context of the duties defined.
