Job description

The Transmission Planning Engineer performs short- and long-term transmission planning studies and analysis in support of the 1803 system, the Membersโ€™ high voltage systems, and the broader interconnected transmission network in which they operate. This includes power system modeling, steady-state and stability analysis, MISO modeling coordination, and support of regulatory compliance activities. The position assists in the planning interactions with neighboring transmission systems and interconnections to the 1803 system.

Key Responsibilities:
  • Performs transmission planning studies, including steady-state, stability, and capacity transfer studies related to the 1803 system, the Membersโ€™ high voltage systems, and the wider interconnected transmission network.
  • Supports transmission studies and analysis associated with regulatory requirements and standards such as FERC, NERC, SERC, and MISO requirements and activities.
  • Assists in the development of reports and work plans that recommend action considering short- and long-range company objectives, equipment constraints, and economic and budget considerations.
  • Develops and maintains datasets to facilitate accurate modeling, reporting, and data analysis in all areas of transmission planning.
  • Assists in the creation and maintenance of processes for transmission planning activities at 1803, ensuring activities are sufficiently documented to facilitate knowledge transfer among the 1803 staff.
  • Supports planning activities related to generation interconnections and/or load additions, including the required coordination with MISO, neighboring and affected utilities, Members, and other organizations.
  • Provides power flow modeling assistance for Member cooperatives as needed or requested.
  • Participates in planning meetings with the Members to exchange information regarding future plans, scheduled projects, and the performance of the transmission system.
  • Assists in the creation and maintenance of maps and diagrams that accurately represent the 1803 system.
  • Supports the development, implementation, and administration of under-frequency load shed processes in accordance with MISO and SERC protocols.
  • Tracks and maintains awareness of MISO MTEP processes, studies, and deliverables, with attention to cost allocation, alternative projects, and other items that affect 1803โ€™s system and cost.
  • Maintains awareness of NERC activity, including NERC Alerts and potential changes to NERC standards, and supports compliance with applicable NERC standards.
  • Represents 1803 in external planning activities, working groups, and stakeholder meetings with entities such as MISO, SERC, and neighboring utilities, as assigned.
  • Serves as a technical resource as needed in interactions with the Louisiana Public Service Commission, contractors, Members, lenders, and/or other utilities for areas of transmission planning.
  • Performs work in a manner consistent with departmental budget constraints.
  • Performs other duties as assigned.

Minimum Qualifications:
  • Bachelorโ€™s Degree in Electrical Engineering from an ABET accredited program. Emphasis in Power Systems or related study is preferred.
  • Engineer Intern (EI) certification or progress toward a Professional Engineering license in the State of Louisiana is a plus, but not required.
  • Must hold a valid driverโ€™s license.
