The Buyer-Expeditor, in close co-operation with the engineering team and other procurement team members, is essential for the purchase/delivery of project material/equipment in accordance with the schedule. The Buyer-Expeditor ensures that all materials/equipment are released for delivery and coordinated with logistics for delivery or delivered to the jobsite by the vendor in accordance with the provisions of the purchase order. The Buyer-Expeditor possesses coordination skills with a familiarity of manufacturing processes and materials engineering and supply in the project and construction environment. Well-developed planning skills and strong interpersonal skills is required to ensure that potential problems are anticipated, slippage or delays in deliveries prevented and that corrective measures are implemented pro-actively to ensure that risks with regards to schedule and cost are mitigated effectively.


Have experience in the discipline of materials/equipment acquisition including the purchase of tagged, bulk and engineered materials for projects and carry out the “Purchase Order Formation and Award” as well as “Administration and close-out” work processes of purchase orders (local and international) in accordance with the project requirements.
•    Develop and Implement purchasing strategy/procedures and templates/documents to be used on the project under the direction of the Project Procurement Manager.

•    Provide oversight, guidance and mentorship to other buyers.

•    Be responsible for performing the purchasing activities towards the following objectives and deliverables:


- Prepare and approve bidders and support the prequalification process when required;
- Liaison with Package Engineer and other project disciplines to obtain and verify technical bid documents to ensure that specification is compatible with commercial documentation to form a cohesive bid document

- Obtain necessary authorizations before issuing bid requests;
- Prepare and compile bid documents including specific and commercial clauses
- Review technical specifications and other relevant documents before issuing bid requests in compliance with required conditions;
- Chair bidder information meetings;
- Receive bidder questions and obtain appropriate responses, coordinating the issuance of addenda and clarifications;
- Chair bid openings, coordinate, conduct bid analysis;
- Prepare award recommendations and issue award letters and all contractual documents;
- Ensure the integrity of the tendering process and administration until technical and commercial closure;
- Manage the bidding process including technical queries from bidders and issuance of any addenda during the bid period.
- Facilitate Purchase order kick off meetings and expediting
- Ensure proper control and methodology of contractual change notice to Purchase Order
- Revision, claims and/or back charges in accordance with appropriate terms and conditions
- Ensures proper process of Progress Payment validation process in support to Accounting for payment approval
- Ensure that all purchase orders are closed out in accordance with project specific procedures/requirements
- Performs award and administration of purchase orders in accordance with applicable legislation relating to corporation, taxation, custom duties and importation laws.

In the event where post award activities are in project scope, the Buyer-Expeditor may also be expected to expedite all project equipment/materials and vendor documentation in accordance with the purchase order.
•   Expedite all project equipment/materials/documents in accordance with the expediting plan
•   Ensure that the data for reporting is complete and accurate.
•   Interface with client and project team members regarding expediting issues.
•   Coordination and communication with vendor and internal disciplines using iPas MP or other forms of reporting to maintain project schedules and prevent any delays
•   Coordinates with Quality Surveillance to ensure the scheduled inspections are performed timely and Non Conformity Reports when produced are handled efficiently to avoid any delays to the schedule handover to logistics to facilitate delivery as per the purchase order to Incoterms conditions specified.

•   Coordinate with logistics to facilitate delivery as per the purchase order depending on Incoterms conditions specified in the purchase order including any documentation required for export purposes.

•    Maintain a proactive approach to anticipate potential problems and take appropriate action, when necessary, before delays occur



Qualifications

•    Relevant technical qualification or trade qualification in relevant discipline

•    Relevant 5-12 years’ experience as a Buyer or Expeditor with a proven track record in local and international markets
•    Experience working on large or complex projects
•    High degree of technical aptitude and familiarity with various materials, fabrication processes and supply items

•    Ability to attain quality, cost and schedule objectives and strong deliverable focus with a good understanding of engineering concepts
•    A high degree of understanding of interdisciplinary dependencies related to the discipline
•    Good understanding of procurement, contracting, pre-operational verification and commissioning methodologies

•    Ability to confirm that delivery dates of materials and supply items comply with all requirements
•    Knowledge of preservation and packaging procedures to ensure that transported materials or items are free from damage and to ensure that materials or items to be shipped are marked, packaged and preserved in accordance with all requirements
•    Working knowledge of SmartPlant system (or similar) is advantageous.
•    Excellent understanding of project execution, especially materials management, scheduling, procurement, contracting, pre-operational verification, commissioning methodologies and risk assessment

•    Excellent communication, negotiation and interpersonal skills
•    Knowledge of ISO 9000 and ISO 19011

•    Know and comply with all regulations and legislative requirements

Hourly rate: $53 - $70
