Today, permitting is the slowest, most uncertain part of building, spread across 19,000+ jurisdictions with different rules, timelines, and surprises. Pulley gives project teams the clarity and predictability they need to move from planning to opening without delays.
We support rollout programs for brands like J.Crew, Solidcore, and Hibbett Sports, as well as major data center buildouts, EV charging networks, and other commercial projects. Our platform dramatically reduces approval timelines, improves forecasting accuracy, and removes thousands of hours of manual work from design and construction teams.
Founded in 2021, Pulley combines deep permitting expertise with purpose-built AI from people who have created products used by millions. We're backed by CRV, Susa Ventures, Fifth Wall, and leaders from Plaid, Segment, ServiceTitan, and Procore.
The Role
Pulley is scaling fast, and we're hiring a Senior Technical Recruiter to help us hire the top talent in the market. This isn't a high-volume, req-filling role: you'll own full-cycle technical hiring for our San Francisco office, act as a true partner to hiring managers, and help build the talent function from the ground up. You'll set the bar for who joins Pulley, and you'll be trusted to hold that bar even under pressure to fill seats fast.
We're looking for someone who has done this before: closed engineers away from competing offers, knows the difference between a resume that reads well and a candidate who can do the work, and who isn't afraid to tell a hiring manager their process is broken. If you take ownership of outcomes, not just activity, we want to talk to you!
Key Responsibilities
  • Run full-cycle on our technical roles: source, screen, and close top-tier candidates in a competitive market
  • Act as a strategic partner to hiring managers, leadership, and founders, pushing back with data and market insights when a role or process needs to change - not just executing on the tasks handed to you
  • Build and defend a rigorous, consistent bar across every stage of a pipeline so that hiring managers trust your read on a candidate as much as your own
  • Design an exceptional candidate experience that reflects well on Pulley, especially with fast feedback and honest communication
  • Bring a point of view on sourcing strategy, market mapping, and competitive positioning to help us win candidates
  • Improve our recruiting operations and infrastructure as an early hire: building process, tooling, and metrics as Pulley scales

Who You Are
  • Several years of full-cycle technical recruiting experience, ideally scaling teams at a fast-growing startup with a track record of closing competitive technical talent
  • Fluent in the technical landscape: you can speak credibly with engineers about their stack and their career motivations, and you know how to evaluate signal beyond a resume
  • Comfortable partnering with strong-willed, high-bar hiring managers, and skilled at pushing back constructively when needed
  • Highly organized, with the ability to juggle multiple priorities without dropping details
  • You have a builder's mindset: creative, resourceful, and biased toward action
  • Genuinely excited about Pulley's mission, and able to sell that conviction to candidates
  • Eager to work on-site in downtown San Francisco 3x / week
