Summary/Objective PUBLIC WORKS SUPERVISOR (EXEMPT) Supervision to Parks and Stormwater 4x10 Schedule, Mon-Thurs (6:30 am - 5 pm) Occasional evening and weekend work may be required $49.6936 - $66.5940 per hour, $103,362.69 - 138,515.52 annually (3.2% COLA effective 7/7/26) Summary/Objective Under general direction of the Public Works Superintendent, the Public Works Supervisor plans, organizes, and supervises the daily operations of the Parks and Stormwater Divisions. This position provides direct supervision to assigned staff, ensures maintenance programs are effectively implemented, oversees contractor performance, and ensures compliance with applicable regulatory requirements. This is a first-line supervisory classification responsible for day-to-day operational oversight of assigned Public Works divisions
The position is distinguished from the Public Works Superintendent by its focus on operational execution rather than strategic planning, policy development, and department-wide management. The Public Works Supervisor exercises independent judgment in directing operations within established policies and procedures and serves as the primary liaison between field staff and management. Establish daily work priorities and ensure efficient use of personnel, equipment, and resources.
Plan, coordinate, and oversee maintenance programs for parks, landscaped areas, irrigation systems, stormwater infrastructure, graffiti abatement, and related public facilities. Oversee implementation of stormwater maintenance and inspection programs to ensure compliance with NPDES, MS4, reclaimed water requirements, and herbicide application regulations. Ensure field operations are completed safely, efficiently, and in accordance with City standards; enforce safety policies, conduct safety meetings, and halt unsafe work when necessary.
Respond to emergency situations, including storm events, flooding, and infrastructure failures; serve as a secondary on-call contact and coordinate field response efforts as needed. Coordinate and support City operations and special events, including park preparation, logistics, and staff assignments; communicate effectively with residents, contractors, and stakeholders. Administer progressive discipline up to and including written reprimands; document performance issues and recommend higher-level disciplinary actions.
Conduct performance evaluations, training, and ongoing coaching and professional development. Oversee contractor performance for parks and stormwater services; serve as the primary point of contact, provide field direction, and resolve performance issues. Coordinate activities between Parks and Stormwater Divisions and with other City departments to ensure effective service delivery.
Respond to service requests, complaints, and operational issues; adjust priorities as needed to meet service demands and ensure timely resolution. Provide technical guidance and troubleshooting support to field staff and Lead Workers. Read and interpret plans, specifications, and construction documents to support maintenance activities and project coordination.
Coordinate and prepare documentation, reports, and supporting materials for regulatory audits, inspections, and annual reporting. Ensure field activities, inspections, and maintenance records, including labor, materials, and equipment usage, meet regulatory and documentation requirements; coordinate with consultants and agencies as needed. Oversee the use of asset and work order management systems to assign, track, and document maintenance activities; ensure data accuracy and completeness.
Monitor work order completion, response times, and maintenance cycles; generate reports to improve operational efficiency. Identify infrastructure deficiencies and maintenance needs to support Capital Improvement Program (CIP) planning. Coordinate with Engineering and other departments on project implementation and operational considerations.
Ensure maintenance standards, policies, and procedures are established and consistently applied. Assist in the development of division budgets; prepare cost estimates, monitor expenditures, and identify cost-saving opportunities. Approve routine purchases and expenditures within established authority limits.
Assist in the development of scopes of work, contract amendments, and service agreements; coordinate with Lead Workers for quality assurance and control. Other Job Related Duties Performs related duties or responsibilities as assigned. May be required to be available outside of normal working hours to provide operational support, respond to inquiries, and assist with decision-making related to Parks and Stormwater operations.
The position serves as a secondary escalation contact for after-hours and emergency situations and must be able to respond to phone calls, messages, or other communications in a timely manner. While not routinely required to report to the field after hours, the incumbent may be required to do so based on the nature and severity of an incident. Failure to respond to after-hours communications or provide necessary support may result in disciplinary action.
FULL JOB DESCRIPTION Typical Qualifications Qualification Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education A Bachelor's degree from an accredited college or university in Public Administration, Construction Management, Environmental Science, Business Administration, or a closely related field. An Associate's degree in a related field may substitute for a portion of the required experience.
A high school diploma or equivalent is acceptable with substantial supplemental training and demonstrated experience in public works operations, parks, stormwater, or maintenance activities. Experience With a Bachelor's degree or higher - Three (3) years of increasingly responsible experience in public works operations, including parks, stormwater, construction, or facilities maintenance, with at least two (2) years in a lead or supervisory role. With an Associate's degree - Four (4) years of increasingly responsible experience in the same fields, including at least two (2) years in a lead or supervisory role.
Without a degree - Five (5) years of increasingly responsible experience in the same fields, including at least three (3) years in a lead or supervisory role. Experience coordinating field operations, overseeing maintenance programs, and supporting regulatory compliance is required. Desirable Qualifications Experience in a municipal public works or maintenance environment Experience with stormwater systems, including MS4/NPDES compliance requirements Experience with contract administration and oversight of maintenance service providers Experience with asset and work order management systems (e.g., Cartegraph or similar) Experience coordinating maintenance activities across multiple operational areas Preferred Education and Experience Bachelor's degree in a related field Four (4) or more years of progressively responsible experience in public works or maintenance operations Prior experience in a municipal agency Experience with regulatory compliance programs, including stormwater or environmental requirements Licenses and Certificates: Must possess and maintain a Class "B" California Commercial Driver's License, and maintain a clean driving record for insurability through the City of San Jacinto
Failure to maintain license/insurability will result in disciplinary procedures including; suspension without pay, demotion, and/or termination without Administrative or Judicial appeal. Obtain a State of California Department of Pesticide Regulation Qualified Applicators Certificate (QAC) within one year from date of hire. Failure to obtain QAC will result in disciplinary procedures including; suspension without pay, suspended position status without possibility of promotion, and/or termination without Administrative or Judicial appeal.
Stormwater or environmental compliance certifications are desirable Condition of Employment Must possess and maintain a valid California Driver's License and maintain a clean driving record for insurability through the City of San Jacinto. Supplemental Information Supervisory Responsibility This position receives general direction from the Public Works Superintendent.
This position provides direct supervision to Parks and Stormwater Lead Workers and maintenance staff. Responsibilities include assigning work, monitoring performance, conducting evaluations, providing training and development, and administering progressive discipline in accordance with City policies. The position has authority to direct daily operations, assign and prioritize work, and halt work activities that are unsafe or not in compliance with established standards, with escalation to the Public Works Superintendent as appropriate.
Expected Hours of Work/Work Schedule Monday - Thursday 6:30 AM - 5:00 PM (4x10 work week). Occasional evening and weekend work may be required as job duties demand. Travel Regular local travel is required for this position to conduct field visits, coordinate with staff, contractors, and other departments, and attend meetings at various City facilities and project sites.
Occasional out-of-area travel may be required for training, conferences, and professional development opportunities. Work Authorization/Security Clearance Must complete post-offer/pre-employment Department of Justice finger printing and background screening. Work authorization as required by the U.S
