The Transit Safety and Training Manager is responsible for the development and management of the Mass Transit Department's safety program, ensuring its compliance with goals and applicable safety standards as established by federal and state agencies. This position provides a variety of progressively complex duties related to safety programs, procedures, policies, and other activities to ensure compliance with regulatory and organizational requirements. This position reports directly to the Director of Mass Transit.
This is a "mandatory-testing" position that requires Drug Testing.
EXAMPLES OF DUTIES
Provides effective direction, supervision, leadership, project management, and oversight to Mass Transit employees, consultants, and contractors to develop, implement and monitor multiple safety programs
Responsible for the new hire, post-accident, and refresher training
Monitors and evaluates the continued effectiveness of risk control strategies, identify and assess new hazards introduced in the workplace, and oversee ongoing monitoring and recording of safety performance. oversee the classroom and designated instructors to ensure quality, consistency, and efficiency in training methods.
Oversees design and delivery of driver training and safety courses, including new hire and accident retraining. Plan, schedule, and deliver monthly safety meetings
Advises Transit Director & CEO, and Executive Team concerning safety matters. Makes recommendations to managers and supervisors for proactive compliance with OSHA, EPA, DOT, and other federal, state, local, and organizational regulations
Responsible for all safety-related activities in accordance with the Public Transportation Agency Safety Plan (PTASP), including the coordination of the Safety Committee and annual review of the PTASP
Assists the Human Resources representative in administrating Mass Transit Department's Drug & Alcohol and Workers' Compensation Policies
Responsible for analysis of safety incidents, accidents and preparation of safety-related reports, including National Transit Database safety reporting
Oversees security for all Mass Transit facilities and works with local EMA, law enforcement, and other agencies to ensure collaboration for emergencies that may arise
Performs other duties as assigned
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Bachelor's degree in planning, environmental management, public administration, or a related field; and a minimum of three years of experience in public transportation safety or a related field or a combination of education and experience equivalent to these requirements
Licenses and Certifications:
A valid driver's license from state of residence
Must possess or have the ability to obtain a Class "B" commercial driver's license (CDL) with air brakes and passenger endorsements within six months in this position
Must possess or obtain at least two of the following certifications within one year of employment and must obtain the remaining two within two years of employment:

• Transit Safety and Security Program (TSSP) Certification
• World Safety Organization (WSO) Certification
• Certified Safety Professional (CSP)
• Transit Safety Institute (TSI) Certification

Knowledge, Skills, Abilities, and Other Characteristics (KSAOs):
experience in the development and implementation of safety training programs, including applicable performance and risk reduction measures
highly skilled with Microsoft Office, including Excel, Access, Word, PowerPoint, and Outlook, with the ability to learn and implement industry-specific software and technologies
knowledge of ADA, FTA, DOT regulations, and reporting requirements, including familiarity with 49 CFR 49 Part 40 - Drug and Alcohol Testing Program and 49 CFR Part 673 - PTASP and SMS Principles
managerial and supervisory principles
budgetary management practices related to municipal and/or public transit funds
strategic planning principles
advanced principles and practices in transit operations
applicable Federal, State, and local laws, regulations, codes, and/or statutes

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.
Physical Requirements:
Positions in this class typically require reaching, standing, walking, fingering, grasping, talking, hearing, seeing and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light.
