Job Summary:

Under general supervision, performs intermediate-level professional responsibilities supporting business applications processes, application development and database management, system and network administration, technical training and reporting, project management, product management, system testing and quality assurance, mainframe/platform administration, and/or enterprise information technology security; performs related work as required.


Job Duties:

  • Network Oversight - Direct daily operations of the Network Operations Center (NOC), ensuring continuous monitoring and high availability of critical government systems.
  • Incident Response - Lead and coordinate responses to network outages, security events, and service disruptions, ensuring timely resolution and proper documentation.
  • Team Management - Supervise NOC staff, including scheduling, training, performance evaluations, and compliance with agency HR policies.
  • Policy & Compliance - Ensure all network operations follow state and federal regulations, including cybersecurity, data privacy, and audit requirements.
  • Operational Procedures - Develop, maintain, and enforce standard operating procedures, escalation protocols, and continuity plans.
  • Interagency Collaboration - Coordinate with other departments, agencies, and external partners to support statewide initiatives and shared infrastructure.
  • Reporting - Prepare operational reports, incident summaries, and performance metrics for leadership and oversight bodies.
  • Vendor & Contract Management - Manage relationships with service providers, ensuring contract compliance and timely delivery of services.
  • Continuous Improvement - Identify opportunities to enhance reliability, efficiency, and security through modernization and process refinement, specifically leveraging Software-Defined Networking (SDN) and automated fabric architectures.
  • Key Responsibilities:

  • Required Qualifications:

    • Demonstrated experience managing network operations in a large enterprise or government environment.
    • Strong knowledge of routing, switching, firewalls, VPNs, and network monitoring platforms.
    • Advanced expertise in Software-Defined Networking (SDN) architectures, specifically including Cisco Viptela for SD-WAN, Cisco Application Centric Infrastructure (ACI), Nexus Dashboard Fabric Controller (NDFC), and VXLAN deployments.
    • Experience with ITIL, incident management frameworks, and government technology standards.
    • Proven ability to lead technical teams in mission-critical environments.


    Preferred Qualifications & Skills:

    • Bachelor's degree in Information Technology, Computer Science, or related field.
    • Certifications such as CCNP (Enterprise or Data Center), CCDA, CCDP, ITIL, Security+, or equivalent.
    • Experience working within state or federal IT environments.
    • Familiarity with government procurement, contract management, and compliance frameworks.



    Compensation:

    We provide a competitive pay and benefits package. This position is offering a salary range of $120,000-$130,000 Belcan considers several factors when extending an offer, including but not limited to education, experience, geographic location, and discipline. Benefits offered may include health care, dental, vision, life insurance; 401(k); education assistance; paid time off including PTO, holidays, and any other paid leave required by law.
