Job Description:

The Proposal Manager would lead the development and submission of high-quality, competitive and sole-source proposals. This individual will oversee the entire proposal lifecycle, ensuring proposals are aligned with customer needs and L3Harris capabilities while maintaining compliance with industry standards. The ideal candidate is a strategic thinker with strong project management, communication, and writing skills and is capable of managing multiple proposals simultaneously.

Essential Functions:

  • Lead and manage the full proposal process, from initial opportunity identification through final submission, ensuring high-quality, proposals and ECP's that align with L3Harris IEC business objectives.
  • Support fact-finding, bid strategy and negotiations.
  • Work closely with internal stakeholders, including Engineering, Technical Services, Finance, and Business Development to gather relevant information and develop a FAR compliant and winning proposal.
  • Develop, review, and refine proposal content to ensure clarity, persuasiveness, and adherence to customer requirements. Tailor proposals to highlight L3Harris IEC's capabilities and value proposition.
  • Ensure all proposals meet DOD and FAR Requirements, company policies, and contractual requirements, mitigating risks associated with bidding and contract execution.
  • Continuously refine and optimize proposal development strategies, templates, and processes to improve efficiency and success rates.
  • Support BOE review and review of Price and Cost Analyses.

Qualifications:

  • Bachelor's Degree with 9 years prior experience, Graduate Degree with 7 years prior experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • 2+ years of project management experience.

Preferred Additional Skills:

  • Strong knowledge of DOD and FAR Requirements.
  • Experience with cost and price analysis.
  • Experience using Microsoft Project, PowerPoint and BOE Pro
  • Strong Project Management skills and ability to manage multiple deadlines and stakeholders.
  • Excellent verbal, presentation and written communication skills.
  • Ability to work independently and collaboratively

In compliance with pay transparency requirements, the salary range for this role in California is $105,500 - $196,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
