Job description

  • Lead and oversee the management of all functions of the proposal process including the Proposal Management Plan
  • Lead the management and development of Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs), Sources Sought Notices (SSNs), and other client solicitations
  • Create and manage proposal compliance matrices, outlines, templates and writing assignment templates
  • Responsible for cradle‑to‑grave proposal efforts including planning, hands‑on supporting, directing support staff, technical inputs from business units and teammates, conducting reviews, and ensuring end products are high‑quality with aggressive turn‑times
  • Provide proposal and technical writing support for content created to ensure both compliance and responsiveness to the customer’s issues and needs, solicitation requirements
  • Lead daily proposal progress status and proposal kickoff meetings, stand‑up, or tag‑up calls as well as maintain the proposal schedule
  • Facilitate color team reviews for the internal evaluation of all or specific proposal sections or content, identifying deficiencies, strengths as well as ensuring compliance with all solicitation or client requirements have been appropriately developed and incorporated
  • Participate as a color team reviewer
  • Apply working knowledge of company service offerings related solutions, technology, terminology, and industry best practices for the purpose of supporting proposal content development, solicitation analysis, company teaming partner representation where applicable and as required
  • Develop and facilitate data calls and response content for proposal‑related material both internally and externally to Teaming Partners
  • Prior to the RFQ dropping, being heavily involved in the proposal development meetings based on attendance and involvement in the win themes and solutioning sessions
  • Manage and update proposal SharePoint sites
  • Write, edit, and proof proposal content, consolidating, rationalizing, and incorporating reviewer/technical expert edits, and ensuring proper grammar
  • Manage multiple proposal tasks that require rapid turnaround deadlines
  • Manage the proposal process on assigned proposals from pre‑RFP activities through final production and close out processes
  • Develop/author as writer the proposal sections as appropriate (technical, management, past performance, resumes, etc.)
  • Interview Subject Matter Experts and draft content for required sections as needed
  • Monitor development of the business/pricing proposal to ensure it is on track and in sync with the technical proposal
  • Ensure compliance with RFP requirements
Requirements
  • 5-10 years’ experience managing/writing proposals for DoW/Federal IT consulting companies
  • Solid understanding of federal acquisition process, RFI, RFP, source selection, evaluation criteria, compliance matrices, and standard terms and conditions
  • Extremely strong organizational skills
  • Flexible, able to adapt to changing requirements, schedules, and tasks
  • Detail oriented and ability to produce high‑quality, accurate work promptly
  • High level of proficiency with Microsoft Suite and other desktop publishing software applications
  • Must be a self‑starter and possess the ability to manage priorities and deadlines while meeting quality standards and on‑time delivery
  • Highly motivated with the ability to lead initiatives independently
  • Professional Proposal training desired (Shipley, APMP, etc)
  • Experience with Proposal AI platforms
  • Ability to work extended hours as needed to meet tight deadlines
  • Expert knowledge of grammar, usage, and style
  • Strong proficiency with Microsoft Suite and SharePoint.
