Job description

BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Real Property Master Planning Specialist to join our team providing master planning technical support to the U.S. Army Central (USARCENT) at Shaw Air Force Base (AFB), SC. This position is an on-site position working at the USARCENT offices at Shaw AFB, SC.

Job Duties & Responsibilities
  • Provide real property master planning tasks and/or services, action plans for countries in the Gulf States region, Central & Southeastern Asia region, and Levant region with the USARCENT AOR, specifically Kuwait, Saudi Arabia, Jordan, and Afghanistan/Iraq, and select others as requested.
  • Provide and perform technical expertise in management and assist with coordination of support agreements and provide comprehensive planning for real estate, real property, and associated Sustainment, Recapitalization, and Maintenance (SRM) prioritization and support.
  • Coordinate and prepare documents for the Real Property Planning Board (RPPB) in accordance with Army Regulation 210-20 and compliance with DoD Instruction 4165.70 for audit readiness.
  • Provide and perform technical expertise with space utilization analysis using GFEBS (General Fund Enterprise Business System), Real Property Planning and Analysis System (RPLANS), and REMIS (Real Estate Management Information System) for other assets and out-grants as well as leading practices within the HQDA Portfolio and Asset Management (PAM) framework.
  • Provide expertise, analysis, and feedback on Geospatial data and associated recommendations based upon asset management principles.
  • Organize, manage, and track real property data associated with new construction, demolition, repair and upgrade of installation-built infrastructure; including to provide facility capitalization information that support development of DD1354 for property transfer once construction complete.
  • Provide integration of registry and information for installations, sites, bases, and complexes as well as Real Property information into GFEBS (General Fund Enterprise Business System), US Army Headquarters Installation Information System HQIIS), and Real Property Planning and Analysis System (RPLANS).
  • Capture, manage and track real property inventory and facility condition assessments using the BUILDER Sustainment Management System (SMS).
  • Perform, complete and provide support by co-facilitating meetings and developing technical presentations.
  • Complete and provide monthly status report, master plans updates, area development plans, senior official briefing documents, and other deliverables including those which integrates real property and facilities management into master planning.
  • Travel and provide onsite and offsite support to other CONUS and OCONUS locations in the USARCENT AOR as requested within locations listed and maintain current passport and visa requirements as required to ensure travel to countries in support of USARCENT mission

  • Knowledge:
  • Working knowledge within three (3) years of DoD Real Estate, Real Property, and facility engineering concepts and Army or DoD space use standards and programs as well as standard DoD Real Estate reports.
    • Must have experience and working knowledge of the following programs and systems within the last three (3) years: MS Office Suite (Word, PowerPoint, Excel, & Access), SIPR Access. Headquarters Installation Information System (HQIIS), Army Stationing and Installation Plan (ASIP), Real Property Planning and Analysis System (RPLANS), Installation Geospatial Information & Systems (IGI&S), Enterprise Proactive Real Property Interactive Space Management System (ePRISMS), and BUILDER Sustainment Management System (SMS) experience is required.
  • Software: MS Office software including Excel, Word, PowerPoint, and Access. IPR Access. Headquarters Installation Information System (HQIIS), Army Stationing and Installation Plan (ASIP), Real Property Planning and Analysis System (RPLANS), Installation Geospatial Information & Systems (IGI&S), Enterprise Proactive Real Property Interactive Space Management System (ePRISMS), and BUILDER Sustainment Management System (SMS) experience is required.
  • Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously.
Experience & Education
  • Experience: Directly related experience within the last five (5) years, minimum, working with DoD related Real Property Management, General Fund Enterprise Business System (GFEBS), and/or Installation Status Reports (ISR) program. Working knowledge within three (3) years of DoD Real Estate, Real Property, and facility engineering concepts and Army or DoD space use standards and programs as well as standard DoD Real Estate reports.
  • Education: Minimum of high-school diploma required.
Physical Requirements
  • Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms.
  • Capable of lifting up to 10 lbs.
  • Ability to see details of objects that are less than a few feet away.
  • Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone.
