We have an exciting opportunity for a Human Resources Manager to join us on our journey to transform our bold ambitions for the Missouri cannabis market into a reality. The Human Resources Manager serves as the operational and strategic center of our HR function, translating strategy into execution across employee relations, performance management, compliance, talent operations, and people data for a growing multi site organization.
This role will lead a team of HR professionals, setting the standard for performance, driving accountability, and maintaining the quality and consistency of all HR operations. The Human Resources Manager exercises independent judgment on complex employee relations matters, serves as a credible business partner to operational leaders, and carries legal and compliance awareness into every decision. This position is responsible for upholding Proper's mission, vision, goals, and objectives.
What you'll do:
  • Lead and develop a team of HR professionals, setting clear expectations and maintaining accountability to deliverables and KPIs
  • Own complex, high risk, and escalated employee relations cases from intake through resolution and documentation
  • Apply working knowledge of Missouri employment law, FMLA, ADA, and EEOC in every ER decision
  • Oversee the operational integrity of HR systems and processes, including HRIS, ATS, leave tracking, and performance review cycles
  • Co-build and execute the compensation benchmarking framework, ensuring compensation analysis is completed on every eligible action
  • Own the unemployment claims process, including response strategy, hearing preparation, and outcome tracking
  • Serve as a trusted HR partner to department heads and senior operational leaders, providing guidance grounded in data, employment law, and business context
  • Represent the HR function in cross functional meetings and project work

What you bring:
  • 7 or more years of progressive experience in Human Resources, Employee Relations, or HR leadership
  • Direct people management experience overseeing HR staff
  • Working knowledge of Missouri employment law, FMLA, ADA, and EEOC
  • Bachelor's degree in Human Resources, Business Administration, or related field
  • SHRM-SCP, SPHR, or equivalent senior HR certification preferred
  • Experience in cannabis, retail, healthcare, manufacturing, hospitality, or other regulated multi site environments preferred
  • Familiarity with HRIS platforms and HR data reporting
  • Experience with compensation benchmarking or pay equity analysis preferred
  • Experience with union awareness or labor relations fundamentals a plus

Our Human Resources Manager will work out of our corporate office in Missouri, as well as routine travel to Proper's retail and manufacturing locations. Full time employees will receive medical/dental/vision benefits, a generous employee discount, paid parental leave, 401K options, paid time off, and a salary of $80,000 or more, based on experience.
